15 APR 02 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 2, 2015 7:00 P.M. – 7:09 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on April 2, 2015 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Smith, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT NINE (9), ABSENT (1). Others present for the meeting were: City Attorney Robert Bamburg, Director of Administration Jim Durham, Finance Director Cheryl Erkel, Human Resource Director Jill Ross, Public Works Director Jim Oakley, 911 Director Tabby Hughes, Police Chief Kenny Boyd, Fire Chief Alan Laughy, CDBG Director Theresa Watson, IT Director Scott Rothlisberger, Jennifer Martin, Glenda Fletcher, Floyd McMurtrey, Jerry Reichenbach interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of March 19, 2015 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Bolden that the minutes of the regular City Council meeting of 19 February 2015 be APPROVED. MOTION CARRIED. CONSENT AGENDA: WATER DEPARTMENT: WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: SANITATION DEPARTMENT: th PARKS & RECREATION: PRESENTATION Community Center 20 Anniversary Community Center Supervisor Brad Ruple announced that the Community thth Center would host its 20 Anniversary on April 11 from 10:00 a.m. to 2:00 p.m. He stated that all past and present dignitaries have been th invited. He related that they would offer free t-shirts with the 20 anniversary logo, adding that they would also serve hot dogs, hamburgers, cake, and popcorn. He noted that it would be free admission to the Community Center for the day. He continued saying that the event would feature inflatables for the children, music, land and water aerobic classes, and demonstrations. He stated that the Community Center will offer 20% off on six and twelve month memberships and the first 100 people through the door will receive free t-shirts. 1 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING APRIL 2, 2015 7:00 P.M. – 7:09 P.M. Mayor Fletcher noted that the Community Center is one of the most used buildings in the City, citing the recent underwater Easter Egg Hunt that was well attended and complimented on. He stated that he was an Alderman on the City Council when the endeavor to build the Community Center was conceived, noting that it was a giant step that Mayor Swaim, the City Council, and the Parks Commission undertook. He expressed his appreciation for everyone’s vision who was involved. He then complimented the staff regarding the success of its operation. Alderman Bolden noted that when he began his ministry in 1995, the Community Center is where they held their revival every year for the first seven years. He related that his ministry would also celebrate its th 20 year anniversary this year. He stated that he is very proud of the impact the Community Center has had on the City and State. Alderman Elliott noted that he hears compliments consistently on Splash Zone and the Community Center. Alderman Ray expressed his appreciation for the Community Center, noting that he attends five days weekly at 6:00 a.m. He also expressed his appreciation to the staff for their dedication. PLANNING COMMISSION: GENERAL: Request to increase petty cash Parks and Recreation Shooting Range Finance Director Cheryl Erkel explained that when the Shooting Range was opened they had requested an increase in petty cash for the cash draws, adding that they had not taken into consideration the amount of cash flow involved with the tournaments. She stated that since the tournaments began, money for the draws was increased by issuing a check for $1,500.00 to cover the cash flow. She explained that at the conclusion of the tournament, the money would be deposited back into petty cash with the process repeating at each tournament. She stated that it would be more efficient if the monies were kept on-hand, noting that there are internal controls to secure the funds between tournaments when the money is signed out and back in. She stated that she is requesting permission to keep the money on-hand versus cutting a check from petty cash for each tournament. Alderman Ray moved, seconded by Bolden to approve the request for $1,500.00 to be kept on-hand for shooting range tournament purposes. MOTION CARRIED. APPOINTMENTS: CIVIL SERVICE COMMISSION Alderman Ray moved, seconded by Alderman Bolden to approve the appointment of Lester Piggee for a term to expire 4/01/2021. He encouraged everyone to participate, noting that it is for the good of all the community.
