14 OCT 02 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 2, 2014 7:00 P.M. – 7:13 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on October 2, 2014 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Boy Scout Tyler Fisk led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. Aldermen McCleary arrived at approximately 7:04 p.m. PRESENT TEN (10), ABSENT (0). Others present for the meeting were: City Attorney Robert Bamburg, Finance Director of Administration Jim Durham, Director Cheryl Erkel, Public Works Director Jim Oakley, 911 Director Tabby Hughes, Police Chief Kenny Boyd, Fire Chief Alan Laughy, CDBG Director Theresa Watson, IT Director Scott Rothlisberger, Civil Service Commissioner Jerry Reichenbach, Patrick Thomas, Lida Feller, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of September 18, 2014 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Bolden that the minutes of the regular City Council meeting of 4 September 2014 be APPROVED. MOTION CARRIED. CONSENT AGENDA: WATER DEPARTMENT: WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: ORDINANCE 1517 (#10-2014) AN ORDINANCE FOR THE PURPOSE OF LEVYING ONE (1) MILL, ONE (1) MILL, AND ONE (1) MILL AGAINST ALL PERSONAL PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF JACKSONVILLE, ARKANSAS; FOR THE PURPOSE OF LEVYING ONE (1) MILL, ONE (1) MILL, AND ONE (1) MILL AGAINST ALL REAL PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF JACKSONVILLE, ARKANSAS; FOR THE PURPOSE OF EFFECTING CERTIFICATION TO THE COUNTY CLERK OF PULASKI COUNTY OF THE TAX LEVIED; AND, FOR OTHER PURPOSES. 1 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 2, 2014 7:00 P.M. – 7:13 P.M. Alderman Elliott moved, seconded by Alderman Bolden that Ordinance 1517 be placed on FIRST READING. City Attorney Bamburg related that Ordinance 1517 is annual millage ordinance, clarifying that this is not a change or increase in taxes collected. ROLL CALL: Alderman Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1517. Alderman Ray moved, seconded by Alderman Bolden to APPROVE Ordinance 1517 on FIRST READING and SUSPEND the rules and place Ordinance 1517 on SECOND READING. ROLL CALL: Alderman Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Alderman Ray moved, seconded by Alderman Traylor to further suspend the rules and place Ordinance 1517 on THIRD AND FINAL READING. ROLL CALL: Alderman Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0) Alderman McCleary arrived during roll call and abstained from voting. MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1517. Alderman Robinson moved, seconded by Alderman Ray that Ordinance 1517 be APPROVED AND ADOPTED. ROLL CALL: Alderman Elliott, Bolden, McCleary, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. nd ORDINANCE 1517 (#10-2014) APPROVED AND ADOPTED THIS 2 DAY OF OCTOBER, 2014. b. Update on FestiVille and City Parks Parks and Recreation Director Kevin House thanked everyone who participated in the FestiVille, acknowledging that it was a success. He noted that there was between 9 and 10 thousand people in attendance, up from 500 last year. He related that there were 45 vendors for the event, adding that a lot of the vendors have expressed their commitment to participate in next year’s FestiVille. He stated that the event received all positive comments and planning for next year’s FestiVille has already begun. Alderman Mashburn commended Director House and his staff regarding their efforts to make FestiVille an overwhelming success. Alderman Bolden noted his positive experience and Alderman Sansing stated that he could find no sign of the Park being in disarray. 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 2, 2014 7:00 P.M. – 7:13 P.M. Mayor Fletcher stated that he saw Parks employees working the event diligently, noting that they kept the Park cleaned during the event. He stated that the bathrooms were clean even late in the evening. He thanked the staff and the volunteers that serve on the Parks and Recreation Committee. He noted that there are a lot of people involved that are not City employees who deserve recognition. He stated that many obstacles were conquered to make this FestiVille a tremendous success, acknowledging again, the contributions of the Parks and Recreation staff. He added that the FestiVille was blessed with great weather. \] Parks and Recreation Director Kevin House addressed comments regarding the playground at Marshall Smith Park, saying that a large piece of equipment was removed because of safety concerns. He stated that they are in the process of bidding for new equipment. He then explained that it is a lengthy process to bid for playground equipment, adding that they are diligently working the process in order to get the best piece with as many play features as the previous one. The City Council all joined in congratulating Director House and his staff regarding the success of their efforts. YARD WASTE GRINDER In response to a question from Alderman Sansing, Public Works Director Jim Oakley related that they were able to have the current grinder operational last week for a short time. He explained that the equipment did break again; saying that it was caught in time to evaluate what is causing the extensive damage. He stated that they are in the process of trying to get it repaired for the second time. He stated that they have enough storage area in the yard that yard waste does not have to be transported to North Little Rock. He added that he hopes to have the grinder operational by next week so that they will not have to transport any more material. He then answered Alderman Mashburn that if the grinder is beyond repair they would have to again transport the material while the equipment is being bid. He stated that he would need to write the specifications to go out for bids. Discussion ensued regarding the street striping, which turned out nicely. ANNOUNCEMENTS: NATIONAL NIGHT OUT Alderman Mashburn announced that the 2014 National Night Out will be held th at the Nixon Library on October 7 beginning at 5:00 p.m. to 8:00 p.m. Mayor Fletcher announced that the Jacksonville Senior Wellness and Activity Center is hosting its annual Beans and Cornbread fundraiser on nd October 22 between 11:00 a.m. to 1:00 p.m. at the Center. He noted that the tickets are $6.00. 3 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING OCTOBER 2, 2014 7:00 P.M. – 7:13 P.M. Alderman Bolden offered a message of support to the City employees, reminding them to remain encouraged during the campaign season. He stated that everything will be done to keep the City successful. He commended the job of Parks and Recreation, asking them to stay motivated. ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at approximately 7:13 p.m. MOTION CARRIED.
