14 JUL 17 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JULY 17, 2014 7:00 P.M. – 7:06 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on July 17, 2014 at the regular meeting place of the City Council. Alderman Bolden delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Bolden, Sansing, Ray, Mashburn, Traylor, Twitty, Robinson, and Howard answered ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum. Aldermen McCleary was absent. PRESENT NINE (9), ABSENT (1). Others present for the meeting were: City Attorney Robert Bamburg, City Engineer Jay Whisker, Finance Director Cheryl Erkel, Public Works Director Jim Oakley, Police Chief Kenny Boyd, Fire Chief Alan Laughy, CDBG Director Theresa Watson, IT Director Scott Rothlisberger, 911 Director Tabby Hughes, Patrick Thomas, Planning Commissioner Jim Moore, Roberta Bob Stroud, Roberta Bonham, Johnny Simpson, Keith Webber, Alderman Elect Tara Smith, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of July 3, 2014 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Ray that the minutes of the regular City Council meeting of 19 June 2014 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT Alderman Ray moved, seconded by Alderman Howard to approve the Regular Monthly Report for June 2014 regarding annual crime statistical comparisons. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Ray moved, seconded by Alderman Howard to approve the regular monthly report for June 2014 from the Jacksonville Fire Department, reflecting an estimated fire loss of $39,000.00 and a savings total of $452,000.00. REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT Alderman Ray moved, seconded by Alderman Howard to approve the regular monthly report for June 2014. PERMITS/LICENSE ISSUED INSPECTIONS PERFORMED Building Permits 15 Building Inspections 23 Business Licenses 6 Electrical 23 Plumbing 38 HVACR 14 REGULAR MONTHLY REPORT/ANIMAL CONTROL DEPARTMENT Alderman Ray moved, seconded by Alderman Howard to approve the regular monthly report for June 2014. WATER DEPARTMENT: WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: a. Setting a public hearing regarding signalization at Main and Bailey Streets Alderman Bolden moved, seconded by Alderman Ray to set a public hearing for the next regularly scheduled City Council meeting of August 7, 2014 at 7:00 p.m. regarding the signalization at Main and Bailey Streets. In response to a question from Alderman Traylor, Mayor Fletcher stated that the public hearing would address the possibility of removing the signalization at the intersection of Main and Bailey Streets due to a traffic study that will be presented by City Engineer Whisker. At this time, MOTION CARRIED. 2 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING JULY 17, 2014 7:00 P.M. – 7:06 P.M. b. Discussion regarding various intersections in the City of Jacksonville City Engineer Whisker related that the intersection of Main Street and Harris Road has a new round-a-bout, saying that he feels the public is beginning to get use to maneuvering it. He stated that the asphalting was completed this week, adding that the striping and signage will now begin. He explained that currently there are two stop signs on Harris and on West Main leading into the intersection, explaining that all four entrances will have yield signs going into the round-a-bout. He then answered Alderman Traylor that there will be advanced signage informing traffic of the upcoming round-a-bout ahead and the proper speed limits. He noted that the round-a-bout has helped to reduce the speed of traffic coming from the west off the hill. c. UPDATE FestiVille Parks and Recreation Program Supervisor Dana Rozenski related that thth FestiVille is scheduled for September 26 and 27 at Dupree Park, adding that there are lots of organized events for FestiVille, noting that several of the Aldermen are involved as judges with the “Backyard Barbeque Bash”. She encouraged everyone to attend. Mayor Fletcher thanked the Department for stepping up to bring back the festival, adding that they did a tremendous job last year and he is looking forward to the events this year. He expressed his appreciation for all their hard work and efforts to make FestiVille a success.
