REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in regular
session on June 5, 2014 at the regular meeting place of the City Council.
Mayor Fletcher delivered the invocation and led a standing audience in
the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Ray, Mashburn, Twitty, and Howard answered
ROLL CALL. Mayor Fletcher also answered ROLL CALL declaring a quorum.
Aldermen Bolden, McCleary, Sansing, Traylor, and Howard were absent.
PRESENT FIVE (5), ABSENT (5).
Others present for the meeting were: City Attorney Robert Bamburg,
Finance Director Cheryl Erkel, Director of Administration Jim Durham,
Public Works Director Jim Oakley, Police Chief Kenny Boyd, Fire Chief
Alan Laughy, CDBG Director Theresa Watson, IT Director Scott
Rothlisberger, Darlene Durham, Johnny Simpson, Joan Zumwalt, Bob Stroud,
Keith Webber, Hedy Wuelling, Linda & Stan Valley, interested citizens,
and members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of May 15, 2014 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Ray moved, seconded by Alderman Howard that the minutes of the
regular City Council meeting of 6 May 2014 be APPROVED. MOTION CARRIED.
CONSENT AGENDA: REGULAR MONTH REPORT/ANIMAL CONTROL
Alderman Elliott moved, seconded by Alderman Twitty to approve the
regular monthly report for May 2014.

POLICE DEPARTMENT: Introduction of Interim Police Chief
Mayor Fletcher introduced Kenny Boyd as the new Interim Police Chief.
Chief Boyd thanked Mayor Fletcher for his confidence in naming him as the
new Police Chief. He stated that the transition has been seamless,
adding that everyone has been very supportive of the change. He noted
that summer is the their busy time of the year, explaining that the
summer projects are lined out regarding the Police and Kids Together,
Junior CPA programs. He then noted that Code Enforcement is busy because
of it being grass time. He stated that the Department is moving forward
and he is looking forward to working with everyone.
He then promoted a new app for the Jacksonville Police Department,
explaining that it is downloadable through Apple or Android. He stated
that the new app offers varies types of public information and integrates
with the Google maps for directions. He related that Benton, Little Rock
and Jacksonville are the only three agencies in Central Arkansas that
have this capability.

GENERAL: SPECIAL RECOGNITITON Harold and Syble Gwatney
Mayor Fletcher presented Harold and Syble Gwatney with a special
certificate of appreciation from the City for allowing the City to
relocate it “Welcome to Jacksonville sign” on their property. He stated
that they have been great supporters of the Jacksonville community.
KEY TO THE CITY awarded to Michelle Barker
Mayor Fletcher then awarded the Key to the City to Michelle Barker, a
resident of Wichita, Kansas; who have been responsive to the City Animal
Shelter regarding gifts and donations.
Animal Control Manager Hedy Wuelling stated that she met Michelle Barker
on Facebook and subsequently Ms. Barker adopted one of the dogs from the
Shelter that was available through a dog rescue transport. She related
that since that time, Ms. Barker has donated $1,000.00 in blankets,
towels, and washcloths, adding that then Ms. Barker ordered over a
$1,000.00 in can pet food from Petco and had it shipped to the Shelter.
She noted that she thanked Mrs. Barker deeply for her kindness. She
related that two months later when Pet Angel President, Beverly Stewart’s
house burned, Ms. Barker sent a $1,000.00 check to Ms. Stewart and a
PetSmart gift card to the Shelter in the amount of $800.00. She stated

that Ms. Barker has gone way above the level of customary donations to
the Animal Shelter, saying that she is privileged to be able to offer Ms.
Barker for City recognition. She stated that Ms. Barker’s generosity has
been amazing.
Mayor Fletcher presented a Key to the City to be forwarded to Ms.
Michelle Barker, offering sincere appreciation for her kindness and
humanity for animals. He added that he is also making Michelle Barker an
honorary citizen of the City of Jacksonville.
B.V. Memorial Foundation
Mayor Fletcher recognized Linda and Stan Valley, explaining that they
sponsor a marathon run with donations going to the Ronald McDonald House,
adding that this is the second year the run has taken place.
Mr. Valley stated that the B.V. Memorial Foundation was formed for their
son who passed away eight years ago in December. He stated that Mayor
Fletcher was very responsive about having the run in Jacksonville. He
thanked the Mayor for his help.
Mrs. Valley then acknowledged the Little Rock Air Force Base, noting that
the run begins and concludes at the University center. She added that
they have been approved to use Vandenberg and the Center. She then
acknowledged the Jacksonville Police Department and Fire Department as
well as sponsors Insurance Advantage, Dr. Ted Penny, Whit Davis Lumber,
Jacksonville Medical Center, and Leslie Huntsman. She related that over
the past two years there has been close to 500 registered runners,
walkers and this year there was a wheelchair participant. She added that
there has been 10 states represented, noting this year there were 11
cities represented in Arkansas. She stated that they raised $24,001.00
for the Ronald McDonald Charity House of Arkansas. She invited everyone
to participate next year on April 25, 2015, either as a sponsor or
volunteer.
Mayor Fletcher was presented with a B.V. Memorial Foundation marathon t-
shirt, offering their appreciation to the City.
CAFR Award
Finance Director Cheryl Erkel announced that the City received the 2012
CAFR Award regarding the financial reporting submitted by the City. She
noted that the City has received this award every year since 1997, adding
that the Finance Department is currently preparing the report for 2013.
APPOINTMENT(S): NORTH PULASKI WATERWORKS PUBLIC FACILITIES BOARD
Alderman Elliott moved, seconded by Alderman Ray to approve the
reappointment of Rick Love for an appointment to expire 10/02/2018 and
Sharon Malnar for an appointment to expire 10/02/2016. MOTION CARRIED.
