RESOLUTION NO. 748 (#1 - 2017)
A RESOLUTION IN SUPPORT OFAND URGING SUPPORT OF GOVERNOR
HUTCHINSON'S PROPOSED TAX RELIEF PACKAGE FOR MILITARY
VETERANS; AND, FOR OTHER PURPOSES,

WHEREAS, none of Arkansas' neighboring states tax military retired pay, which is
an encouragement for military retirees to move out of our State. Unfortunately, Arkansas'
current tax policies provide additional encouragement for them to move out of State, as
Arkansas currently taxes military retiree income. As a result, surrounding states have
gained military retired populations, while Arkansas has lost military retired populations;
WHEREAS, the average age of military retirees is Thirty-eight to Forty-four (38-44)
years of age and has another Twenty plus (20+) years of productive additional earnings
and would encourage participation in the Arkansas workforce;
WHEREAS, because all military retirees have access to the federally funded GI Bill,
they are encouraged to and do pursue higher education as needed for their chosen
career/second careers, all at no cost to the State of Arkansas;
WHEREAS, over Forty Percent (40%) of military retirees have Bachelor's degrees or
higher, have perfected work skills, and their educational backgrounds and skills are in need
in the Arkansas workforce; and,
WHEREAS, military retirees also have federally funded health insurance, have a
reliable source of income for life, commonly seek second careers and/or start businesses,
and are desired residents for home purchases, education of their children, and to
encourage economic development.
NOW, THEREFORE, BELT RESOL VED BY THE CITY COUNCIL OF THE CITY
OFJACKSONVILLE, ARKANSAS, THAT.•
SECTION ONE., The City of Jacksonville, Arkansas, hereby supports and
encourages support of Governor Asa Hutchinson's proposed tax incentive package that
eliminates taxation of military retiree benefits/pay. As well, provisions of the legislation
should provide. The Council hereby directs Mayor Fletcher and City Clerk Davittto provide
a certified copy of this Resolution to Governor Hutchinson's office as well as any other
party/entity(ies)/location(s) that such support could benefit and encourage Arkansas
legislators to support the proposed tax incentive package.

SEMON TWO; Any and all other Resolutions or Ordinances in conflict
herewith are hereby repealed to the extent of said conflict. This Resolution shall be in
effect from and after its date of passage.
