AN ORDINANCE REQUIRING APPROVAL BY THE CITY COUNCIL OF
PROJECTS UNDERTAKEN BY THE STR.I DEPARTMENT OF THE CITY
OF JACKSONVILLE, ARKANSAS, WHICH WILL COST IN EXCESS OF
$1000.00; PRESCRIBING OTHER MATTERS RELATING THERETO AND
DECLARING AN EMERGENCY.
WHERE=AS, it has been determined by the City Council of the City
of Jacksonville, Arkansas (hereinafter called "City") that it would be a more
efficient form of financial management to require all projects being under-
taken by the City's Street Department which will cost in excess of $1,000.00
be approved by a majority vote of the City Council before bids will be adver-
tised and work orders are issued.
WHEREAS, A rk. Stat. Ann. §19 -4425 requires competitive bidding
on all expenditures for any purpose or contracts in excess of $1,000.00.
WHEREAS, Ark. Stat. Ann. §19 -3801 places the care, supervision
and control of all public .highways, bridges, streets, alleys, public squares
and commons within the City with the City Council.
WHEREAS, Ark. Stat. Ann. §19 -1011 provides that the control and
management of finances shall be possessed in the City Council.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, that:
SECTION 1. Where the amount of expenditure for any project or
undertaking by the Street Department of the City exceeds One Thousand
Dollars, said project or undertaking shall be submitted to the City Council
for majority approval before any bids are advertised or work orders issued.
SECTION 2. That all ordinances or parts of ordinances in conflict
herewith are hereby repealed to the extent of any such conflict.
SECTION 3. This ordinance being necessary for the immediate
preservation of the public health, safety, welfare and morale of the citizens
of the City of Jacksonville, Arkansas, an emergency is hereby declared to
