AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR PURCHASE OF
THREE (3) STRYKER REFURBISHED AND CERTIFIED PRO COTS FOR THE
JACKSONVILLE FIRE DEPARTMENT; DECLARING AN EMERGENCY; AND,
FOR OTHER PURPOSES,
WHEREAS, after comparison to the cost of new pro cots, the Fire
Department has located Three (3) refurbished and certified cots at a substantial
savings and recommends purchase of said equipment; and,
WHEREAS, the Fire Department's use of pro cots assist in reduction of
worker's compensation claims, promotes safety for both the patient and our
employees, and will save substantially over the costs of new equipment.
NOW, THEREFORE, BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL OF THE CITY OFJACKSONVILLE, ARKANSAS, THAT:
SECTION ONE; Competitive bidding for purchase of Three (3)
Stryker Refurbished and Certified Pro Cots would be costly and non-productive,
making said competitive bidding unfeasible and impractical.
SECTION TWO: Competitive bidding is hereby waived, pursuant to
ACA §14-58-383, to authorize contracting for the purchase of Three (3) Stryker
Refurbished and Certified Pro Cots by the Fire Department. Authorization is hereby
given to the Mayor and/or his authorized representative(s) to enter into contract
with J & M Rescue of Hamburg, Arkansas, for said equipment, all for a total cost not
to exceed Twenty Two Thousand Six Hundred Sixty-six and 50/100 Dollars
($22,666.50), including applicable tax. It should be noted that more than half of
the purchase price for this equipment will be paid through a federally funded
Trauma Grant received by the Fire Department.
SECTION THREE: All Ordinances, parts of Ordinances, or previous
actions taken by said Council in conflict herewith are hereby repealed to the extent
of such conflict.

SECTION FOUR; This Ordinance, necessary for the continued
efficient delivery of public services and for the benefit, health, safety, and welfare of
the citizens of Jacksonville, should be implemented immediately. Therefore, an
emergency is hereby declared, and this Ordinance shall be in force and effect from
and after its date of passage.
