ORDINANCE NO. 228
AN ORDINANCE PROCLAIMING MONDAY, JUNE 15, 1970 AS "LADIES DAY"
DURING THE JACKSONVILLE CENTENNIAL OBSERVANCE: DECLARING AN EMER-
GENCY TO EXIST AND FOR OTHER PURPOSES.
1 the City Council of the City of Jacksonville, Arkansan
has encouraged the male citizenry of the City of Jacksonville,
Arkansas to observe the Centennial by the growing of beards and
has passed Ordinance No. 227 to this end;
WHEREAS, said City Council does not desire to discriminate
against the female citizenry in encouraging observance of the
June 13 -19 Centennial observance;
WM, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS, that:
Section 1. That Monday, June 15, 1970 is hereby proclaimed
and designated as Ladies Day in the Jacksonville Centennial week.
Section 2. That it shall be unlawful for any female resident
of the City of Jacksonville, Arkansas to be dressed in such a manner
on Ladies Day so that the average visitor to our City would be un-
able to determine that siad individual was commemorating the Centen-
nial. Wearing an old fashioned costume or a Centennial Belle button
shall be prima facie evidence of compliance with the requirements
of this section.
Section 3. That non - compliance by any female citizen with the
requirements of Section 2 hereof shall subject said person to a
fine of not to exceed Five and no /100 Dollars (05.00) which shall
be refunded on purchase of a Centennial Belle button or the
subsequent wearing of an appropriate costume.
Section 4. That all laws or parts of laws in conflict here-
with are hereby repealed to the extent necessary to give effect
hereto.
Section 5. This ordinance being necessary to preserve the
public health, safety and welfare, an emergency is hereby declared
to exist and this ordinance shall be in full force and effedt from
and after the date of its passage and approval.
