AN ORDINANCE PROCLAIMING JUNE 13 -19, 1970 AS "CENTENNIAL WEEK" IN
JACKSONVILLE, ARKANSAS, TO COMMEMORATE THE 100TH ANNIVERSARY OF THE
NAMING OF JACKSONVILLE; PRESCRIBING CERTAIN RULES TO BE OBSERVED IN
CONNECTION WITH SAID CELEBRATION; DECLARING AN EMERGENCY TO EXIST
AND FOR OTI-IEER PURPOSES.
WHEREAS, the corning of the railroad led to the naming of Jack-
sonville in 1870 in honor of Nicholas W. "Nick" Jackson;
WHEREAS, the City of Jacksonville, Arkansas and its inhabitants
have enjoyed growth, prosperity and happiness over the past one hundred
years;
WHEREAS, said citizens of the City of Jacksonville wish to show
their gratitude and express pride in their illustrious past as well as
a faith in their promising future;
WHEREAS, such feelings and desires can best be expressed by
conducting a week long celebration to observe the centennial milestone
for this city;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF JACKSONVILLE, ARKANSAS, that:
Section 1. The week of June 13 -19, 1970 is hereby proclaimed
and designated as Centennial Week for the City of Jacksonville,
Arkansas;
Section 2. The Jacksonville Centennial, Inc., a non - profit
corporation, is recognized as the official coordinating body for the
Jacksonville Centennial Observance;
Section 3. That said non - profit corporation, by its agents
and duly appointed officers, shall have the authority and power during
the aforesaid Centennial Week to make rules to that every male
citizen residing in the City of Jacksonville,'Arkansas, grow eithe W a

to commemorate and pay tribute to our founding fathers;
Section 4. That non - compliance by any citizen with any of the
rules promulgated by authority of Section 3 hereof shall subject said
citizens to arrest at a jail to be erected at Centennial Headquarters;
that any citizens so arrested shall be released only by payment of a
fine not to exceed the sum of Five and no /100 Dollars ($5.00) or by
purchase of a shaving permit.

Section 5. That the properly designated agents of said non-
profit corporation are hereby granted the police power and authority
to enforce the provisions contained herein.
Section 6. That all laws or parts of laws in conflict herewith
are hereby repealed to the extent necessary to give effect hereto.
Section 7. This ordinance being necessary to preserve the
public health, safety and welfare, an emergency is hereby declared to
exist and this ordinance shall be in full force and effect from and
after the date of its passage and approval.
