ORDINANCE NO. „Dl
AN ORDINANCE, AMENDING ORDINANCE NO. 190, DATED APRIL 20, 1967,
TO MORE CTFARLY DEFINE ENFORCEMENT POLICIES, FIREWORKS REGULA-
TION AND HOURS OF OPERATION FOR ALL CITY PARK AREAS; DECLARING
AN EMERGENCY AND FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville, Arkansas, has determined
that a need exists to clarify certain provisions of Ordinance No.
190, pertaining to enforcement of existing laws, rules and regula-
tions pertaining to the operation of its city park system;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF JACK-
SONVILLE, ARKANSAS, that:
Section 1. That Section 6 of Ordinance No. 190, dated April
20, 1967, shall be amended to read as follows:
"SECTION 6. ENFORCEMENT
(1) Officials. The Director, park attendant, Police
Department, and Park Ranger shall, in connection with their
duties imposed by law, diligently enforce the provisions of
this Ordinance and /or the rules and regulations prescribed
thereunder.
(2) Ejectment. The Director, park attendant, Police
Department, and any Park Ranger shall have the authority
to eject from the park any person acting in violation of
this Ordinance and /or rules and regulations prescribed
thereunder.
(3) Seizure of Property. The Director, park attendant,
Police Department, and any Park Ranger shall have the
authority to seize and confiscate any property, thing or
device in the park, or used in violation of this Ordinance
and /or the rules and regulations prescribed thereunder.
(4) Fireworks. Unless authorized by the Parks and
Recreation Commission or Director, all fireworks displays
and the shooting of fireworks on City Park lands shall be
illegal and shall constitute a violation of this Ordinance,
punishable as hereinafter set forth.
(5) Park Hours. All City parks shall be open to the
public effective at 7:00 A.M. on each day of the year and

shall be closed to the public effective at 11:00 P.M. on
each day of the year except for that period of time from
September 1 to Way 31 of each year, during which period of
time the parks shall be closed to the public effective at
10:00 P.N. Any person failing to observe these hours with-
out authorization from the Commission or Director shall be
deemed to have violated this Ordinance and subject to the
penalties herein mentioned. Parents or guardians of any
minor failing to observe closing hours shall be so notified."
Section 2. That this Ordinance being necessary for the im-
mediate preservation of the public health, safety, welfare and
morale of the citizens of the City of Jacksonville, Arkansas, an
emergency is hereby declared to exist and this Ordinance shall
have full force and effect immediately after its passage.
