AN ORDINANCE FOR THE PURPOSE OF LEVYING FIVE MILLS,
THREE AND ONE -HALF MILLS, ONE -HALF MILL AND ONE -
HALF MILL, TOTALING NINE AND ONE-HALF MILLS TAX, AND,
IN ADDITION THERETO AND SUBJECT TO APPROVAL BY THE
QUALIFIED ELECTORS OF THE CITY OF JACKSONVILLE,
ARKANSAS, ONE AND ONE -HALF MILLS TAX; FOR THE PURPOSE
OF SUSPENDING THREE AND ONE -HALF MILLS TAX FOR IN-
DUSTRIAL DEVELOPMENT BONDS FOR THE YEAR 1967; FOR THE
PURPOSE OF EFFECTING CERTIFICATION TO THE COUNTY CLERK
OF FULASKI COUNTY OF THE TAX LEVIED; PRESCRIBING OTHER
MATTERS PERTAINING THERETO; AND DECLARING AN EMERGENCY.
WHEREAS, it is necessary to meet current obligations and expenses of
the City of Jacksonville, Arkansas (called "City "), to levy upon all real and
personal property within the City, a tax of Five (5) mills to be collected with
the taxes collected in the year 1968; and
WHEREAS, Ordinance No. 113, dated December 1, 1960, was passed
by the City Council of the City, authorizing the issuance of bonds (called
"hospital bonds ") for the purpose of acquiring a site for, constructing and
equipping a municipal hospital, levying a tax sufficient to pay the principal
of and interest on the hospital bonds; and
WHEREAS, it is necessary, in order to pay the hospital bonds, with
interest thereon, to levy upon all real and personal property within the City, a
continuing special tax of three and one -half (3 -1/2) mills to be collected with
the taxes collected in the year 1968; and
WHEREAS, Ordinance No. 172, dated May 19, 1966, was passed by
'the City Council of the City and called for a special election to determine the
question of levying a tax of one -half (1/2) mill on all real and personal property
within the City for tho purpose of establishing and funding a Firemen's Relief and
Pension Fund; and an election subsequently held at which the qualified electors
of the City voted in favor of that tax to be collected with the taxes collected in
the year 1968; and

WHEREAS, Ordinance No. 172, dated May 19, 1966, was passed by
the City Council of the City, and called for a special election to determine
the question of levying a tax of one -half (1/2) mill or. all real and personal
property within the City for the purpose of .establishing and funding a Policemen's
Pension and Relief Fund; and an election was subsequently held at which the
qualified electors of the City voted in favor of that tax to be collected with the
taxes collected in the year 1968; and
WHEREAS., Ordinance No. 179, dated August 18, 1965, was passed by
the City Council of the City authorizing the issuance of Industrial Development
Bonds, under Amendment No. 49 of the Constitution of the State of Arkansas,
levying a tax sufficient to pay the principal of and interest on these Industrial
Development Bonds; and finding that a levy of three and one -half (3 -1/2) mills
would be sufficient to pay those sums; and, whereas, it will not be necessary
to levy any tax upon the real and personal property assessed during the year
1967 and to be collected during the year 1968 for the payment of these Industrial
Development Bonds; and
WHEREAS, Ordinance No. 196, dated November 2, 1967, was passed
by the City Council of the City submitting to the qualified electors of the City,
at an election to be held December 12, 1967, the question of issuing bonds
(called "Combined Bonds ") for the purpose of the acquisition of a site for and
the construction and equipment of a city library; for the acquisition of a site
for and the construction and equipment of buildings for the housing of fire
fighting apparatus, and for the purchase of fire fighting apparatus; for purchasing
and improving a city park (including the construction and equipment of a com-
munity recreational center and swimming pool, with appropriate fixtures and
appurtenances; and for the refunding of the hospital bonds; and
WHEREAS, it is necessary, in order to pay the Combined Bonds, with
interest thereon, to levy, upon all real and personal property within the City, a

special tax of five (5) mills, in lieu of the tax to pay the hospital bonds, subject
to approval of the Combined Bonds by the qualified electors of the City at the
election to be held December 12, 1967;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS:
Section 1. That a tax of eleven (11) mills on each dollar of assessed
valuation of all real and personal property within the City, be and hereby is levied
by the City Council of the City to be collected with the taxes collected in the
year 1968 for the purpose of general revenues, the hospital bonds, the Combined
Bonds, establishing and funding Firemen's Relief and Pension Fund, and establish-
ing and funding Policemen's Pension and Relief Fund, subject to approval of the
Combined Bonds, as set out above.
That, in the event of disapproval of the Combined Bonds, a tax of
nine and one -half (9 -1/2) mills on each dollar of assessed valuation of all real
and personal property in the City be and hereby is levied by the City Council of
the City, to be collected with the taxes collected in the year 196E for the purpose
of general revenues, hospital bonds, establishing and funding Firemen's Relief
and Pension Fund, and establishing and funding Policemen's Pension and Relief
Fund.
Section 2. That the tax of three and one -half (3 -1/2) mills on each
dollar of assessed valuation of all real and personal property within the City
for the purpose of paying the principal of and interest on Industrial Development
Bonds under Amendment No. 99 of the Constitution of the State of Arkansas, be
and that tax is suspended for the year 1967 and shall not be collected in the
year 1968.
Section 3. That a certified copy of this Ordinance be delivered
immediately by the City Clerk of the City to the County Clerk of Pulaski County,

Arkansas, which certified copy shall serve as certification of the rate of
taxation levied, subject to approval of the Combined Bonds, as set out above,
by the City on real and personal property within the City and shall so serve
in lieu of any certification previously delivered for the same purpose.
That, on December 13, 1967, the City Council of the City shall
deliver to the County Clerk of Pulaski County an amended and substituted
certification, reciting whether the Combined Bonds were approved by the
qualified electors of the City at the election held December 12, 1967, and
certifying the rate of taxation levied by the City on all real and personal
property within the City, which amended and substituted certification shall
serve in lieu of any certification previously delivered for the same purpose,
to the end that the rate of taxation therein recited shall be extended by the
Clerk of Pulaski County on the tax book of Pulaski County and collected with
other taxes for the year 1968.
Section 4. That it is hereby ascertained and declared to be essential
to the operation of the City, and to the health, safety and welfare of its in-
habitants, that the rate of taxation set out above in this Ordinance be levied
and certified to the County Clerk of Pulaski County immediately, in order that
it may be extended on the tax book of Pulaski County for collection in the year
1968. . It is, therefore, declared that an emergency exists and this Ordinance
shall be in force and take effect immediately upon its passage.
