0195 • o. ORDINANCE NO. //5 AN ORDINANCE, AMENDING ORDINANCE NO. 43, DATED AUGUST 13, 1953, TO PROVIDE FOR AN INCREASF.IN WATER METER DEPOSITS; DECLARING AN EMERGENCY AND FOR OTHER PURPOSES. WHEREAS, the City of Jacksonville, Arkansas, has determined that a large portion of its delinquent accounts receivable con- sist of unpaid water bills; WHEREAS, a higher water meter deposit would eliminate a large number of the aforesaid delinquent water accounts; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF JACK- SONVILLE, ARKANSAS, that: Section 1. That Section 3 of Ordinance No. 43, dated August 13, 1953, and all amendments thereto, shall be amended to read as follows: "Section 3. That before an order to turn on water shall be issued, each new customer for water service shall place upon deposit with the City Clerk, a sum (meter deposit) corresponding with the meter deposit rate for the meter size in place or to be placed on the water service line of the new customer; this meter deposit to be returned to the customer, leas any amount due for water and sewer service, upon discontinuing such service. The minimum meter rate shall be $10.00 for meters ranging in size from 5/$" to 3/4 ". Meter deposit rates for larger size meters shall be levied at the discretion of the City, based upon the size meter used or to be used." Section 2. That this ordinance being necessary for the immediate preservation of the public health, safety, welfare and morale of the citizens of the City of Jacksonville, Arkansas, an emergency is hereby declared to exist and this ordinance shall have full force and effect immediately after its passage.
