economical and effioieat moaner it is imperative that a Budget must
be adopted for the guidance and instruction of the departments; therefore,
to promote the publio welfare, health and safety, an emergency is
declared to exist and this ordinance Sha11 be in fuU force and
effect from and after January 1, 1967.
