ORDINANCE NO. J l
AN ORDINANCE PROVIDING FOR THE INSPECTION OF MEAT AND MEAT
PRODUCTS; FOR THE INSPECTION OF ANIMALS USED IN THE MANU-
FACTURE OF SUCH PRODUCTS; PROVIDING A PENALTY, DECLARING
AN EMERGENCY AND OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS: THAT:
SECTION 1. Definitions: The following definitions
shall apply in the interpretation and enforcement of this
ordinance:
(A.) City shall in all instances used herein mean the City
of Jacksonville, Arkansas.
(B.) Slaughter house or abattoir: is any place or building
and structures in connection therewith where animals are
slaughtered for food intended for sale to the public. `
(C.) Carcass: is defined as all parts of a slaughtered
animal that are capable of being used for human food.
(D.) Meat Product is any part of a carcass which is not
manufactured, cured, smoked, processed or otherwise treated.
(E.) Meat food product is any article of food which is dex'iVed
or prepared in whole or in part from any portion of a carcass
if such portion is all or a considerable and definite portion
of the article.
(F.) Inspected and Passed: is the phrase which shall mean that
the carcasses, parts of carcasses, meat or meat food products,
when so marked, have been inspected and passed for food under
the requirements of this ordinance.
(G.) Inspected and Condemned: is the phrase which shall mean
that the carcasses, parts of carcasses, meat or meat food
products so marked are unfit for food and must be disposed of as
provided in this Ordinance.
(H.) Meat Inspector shall be any qualified veterinarian licensed
to practice veterinary medicine within the State of Arkansas,
or his authorized representative.
SECTION 2. No meat, meat product, or meat food products
shall be sold or offered for sale or brought into the city
which has not been slaughtered, prepared and /or inspected and
approved by the meat in inspector in accordance with the •

terms and provisions of this Ordinance.
SECTION 3. Operation and Inspection Procedure: All
abattoirs in which animals are slaughtered to be used for
food, offered for sale for food in the city shall be operated
and inspections conducted in compliance with the following
procedures:
Item 1. Ante - Mortem Inspection: An ante- mof•tem
inspection shall be made at each abattoir, on the day of
11 slaughter, of all animals to be slaughtered for sale in the
city. Any animal designated as a suspect, or showing symptoms
of disease, or condition that might cause condemnation, shall
be slaughtered at such time, or otherwise disposed of, as directed
by the meat inspector. Animals condemned on ante - mortem
inspection shall not be taken Into any establishment or part
thereof, which is used for slaughtering healthy animals, or
which edible products are prepared, but shall be disposed of
under the supervision and as directed by the meat inspector.
Item 2. Post - Mortem Inspection: A careful post- mortem
inspection and examination shall be made at the place of slaughter
and, if possible, at the time of slaughter, of all carcasses of
animals slaughtered at slaughter houses which furnish meat for
i sale in the city as otherwise provided herein; and the pro-

praetor of each establishment shall notify the inspection in
advance of what hour slaughtering is to begin.
Item 3. Carcasses Inspected and Passed: Upon all car -
causes or parts of carcasses free from disease and which are
sound, clean, wholesome and fit for humagfood there shall be
placed by the meat inspector # on the carcass or on the
container in which the meat products therefrom are placed the
words.: "Inspected and Passed" or an abbreviation thereof.
Item 4. Carcasses Inspected and Condemned. Should any
lesion of disease or other condition be found which would render
a carcass or any part thereof unfit for food on post - mortem
examination, the carcass or parts thereof so involved, or its
container, shall be marked by the meat inspector with the
words "Gnspected and Condemned" or an authorized abbreviation
timpolf, and the same shall be # destroyed for food purposes by

immediate removal to a reduction plant and4isposed of under
the direction of the Health Officer or saturated with any chemical
which will prevent the use thereof for food.
Item 5. Carcasses Inspected and Retained: In case the
meat inspector deems it advisable to hold any carcass or parts
thereof for further inspection, the said carcass and all parts
thereof shall be securely tagged with tags placed on the carcass
or an Its container lettered "Inspected and Retained" # which
shall not be removed by any person except the meat inspector
or his authorized representative.
Item 6. Disposal, of Condemned Meat or Meat Products:
When meat or meat products are condemned by the meat inspector,
the same shall be removed immediately and disposed of in the
same manner as a condemned carcass.
SECTION 4. Standards of Inspection. The meat inspector,
in making his decision on both ante and post mortem examinations
of animals and carcasses shall be governed by the current meat
inspection rules and regulations of the Federal Meat Inspection
Division of the U S. Department of Agriculture and of the
State Health Department of the State of Arkansas. The methods
and routines of inspection thereof shall be followed insofar
as is applicable under the requirements of and not in conflict
with this ordinance.
SECTIoN 5. It shall be unlasziful for any person to sell,
offer for sale or have on hand to sell as food within the city
any carcass or part thereof or meat or meat food product which
has not been inspected and passed and so under the
provisions of, this Ordinance,

Provided that this shall not apply to cured
meat or meat food products arriving in the city in such con -
dition they need no further processing and which originate
from an establishment receiving approved meat inspection service.
It shall be unlawful to sell meat or its products
direct to the consumer except through established outlets that
meet the sanitary requirements and inspection ## requirements
of this ordinance, pertaining to meat sanitation and the selling
of meat and its products on the streets or from house to house

is hereby £orbigden.
SECTION 6. Access to Premises. Meat Inspectors shall
be entitled to access at any time upon proper identification
at all regular entrances and to all parts of premises for the
purpose of making inspections under this ordinance and are
• hereby empowered to collect samples and /or specimens of all
products manufactured and /or the ingredients thereof, and to
perform all duties and inspections made necessary for com-
pliance with this ordinance.
SECTION 7. Penalty. Any person convicted of a violation
of any of the provisions of this ordinance shall be fined not
less than $25.00 nor more than $100.00; and each day of such
violation shall constitute a separate offense.
SECTION 8. Repeal: All ordinances and parts of ordi-
nances in conflict with this ordinance are hereby expressly
repealed.
SECTION 9. Emergency: This ordinance, being necessary
for the preservation of the health, safety and welfare of the
citizens of the City of Jacksonville, Arkansas, an emergency
is hereby declared to exist and said ordinance shall be in
full force and effect from and after the dat o f its passage.
