AN ORDINANCE FIRING RATES FOR SERVICES FURNISHED
BY THE WATERWORKS AND SEWER SYSTEMS OF THE CITY
OF JACKSONVILLE, 4RKANSAS; PRESCRIBING OTHER
MATTERS RELATING THERETO; AND DECLARING AN
EMERGENCY.
WHEREAS it has been determined by the City Council of
the City of Jacksonville, Arkansas (hereinafter called "City ")
that certain improvements to the Waterworks and Sewer Systems
are necessary in order to adequately provide for the needs of the
inhabitants of said City; and
WHEREAS the City does not have available sufficient
funds with which to accomplish the construction of said improve-
ments, but it has been determined by the Council that said funds
can be made available by the issuance of Waterworks and Sewer
Revenue Bonds; and
WHEREAS the Council has determined that it is not feasible
to issue such revenue bonds payable from income of the Waterworks
and Sewer Systems derived from the present schedule of water and
sewer rates and has determined that a new and revised schedule of
such rates is necessary and essential;
NOW, THEREFORE, BE IT ORDAINED by the City Council of
the City of Jacksonville, Arkansas:
Section 1. Water Rates. That the following monthly
rates be, and they are hereby, fixed as rates to be charged for
water furnished by the Waterworks System of the City of Jackson-
ville, Arkansas, which rates the Council hereby finds and declares
to be reasonable and necessary minimum rates to be charged:

RATE "A" - Residential (5/8" or 3/4" inch meters only)
First 3000 Gallons $ 2.00 (Minimum)
Next 5000 " .50 per 1000
Next 8000 " .40 per 1000
Over 16000 " .30 per 1000
RATE "8" - Commercial (,1 "' inch meter only)
First 10,000 Gallons $ 5.00 (Minimum)
Next` 50,000 " .40 per 1000
Over 60,000 " .35 per 1000
RATE "C" - Commercial (1e "" inch meters only)
First 25,000 Gallons $10.00 (Minimum)
Next 50,000 " .35 per 1000
Over 75,000 " .30 per 1000
RATE "0" - Industrial (2" inch meters only)
First 60,000 Gallons $20.00 (Minimum)
Over 60,000 " .30 per 1000
Water rates for customers having meters exceeding 2" in
diameter shall be based upon contract agreements between the City
and such customer.
Section 2. Sewer Rates. That the following monthly
rates be, and they are hereby, fixed as rates to be charged for
services furnished by the Sewer System of the City of Jacksonville,
Arkansas, which rates the Council finds and declares to be reason-
able and necessary minimum rates to be charged:
Residential $1.50 per connection
All Other 30% of the total monthly
water bill, or by
contract agreement,
but in no event less
than $1.50 per month

Section 3. That the provisions of this Ordinance are
separable, and if a section, phrase or provision shall be declared
invalid, such declaration shall not affect the validity of the
remainder of this Ordinance.
Section 4. That all Ordinances and Resolutions and
parts thereof in conflict herewith are hereby repealed to the
extent of such conflict.
Section 5. That the revision of water and sewer rates
is immediately necessary in order to finance needed improvements
to the Waterworks and Sewer Systems of the City, and, therefore,
this Ordinance being necessary to preserve the peace., health and
safety of the inhabitants of the City of Jacksonville, an
emergency is hereby declared to exist, and this Ordinance shall
be in force and take effect immediately from and after its passage,
and said rates shall be applicable beginning on c/ Ziedt /
and payable with Water and Sewer bills rendered on or after
, 1964.
