AN ORDINANCE PROVIDING FOR THE CREATION OF
A CIVIL SERVICE COMMISSION FOR ALL CIVIL SERVICE
EMPLOYEES OF THE CITY OF JACKSONVILLE, ARKANSAS;
FOR THE APPOINTMENT OF MEMBERS TO SAID COMMISSION;
DECLARING AN EMERGENCY; AND FOR O'PIIER PURPOSES.
WHEREAS, the General Assembly of the State of Arkansan for 1949
enacted Act No. 326, and the General Assembly of the State of Arkansas for 1959
enacted Act No. 97, directing that cities of the first class name five (5) upright
and intelligent citizens of the respective cities as a 13oard of Civil Service Com-
missioners for the Civil Service employees of such respective cities.
NOW, THEREFORE, 13E IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS:
Section 1. The following named persons are hereby appointed as
Civil Service Commissioners for the Civil Service employees of the City of
Jacksonville, Arkansas, for the term specified after their respective names:
Harry Daugherty , who shall, hold office
until the first Monday in April of the second year after this appointment.
A. J. Dunham , who shall hold office
until the first Monday in April of the fourth year after this appointment.
John Blodgett , who shall hold office
until the first Monday in April of the sixth year after this appointment.
Murray Williams , who shall hold office
until the first Monday in April of the eighth year after this appointment.
Jack Ott , who shall hold office
until the first Monday in April of the tenth year after this appointment.
Section 2: The above named Commissioners shall serve in such
capacity without salary.
Section 3 It has been determined by the City Council that the above
named individuals meet all the requirements set forth in said Act 326 of 1949,

and are duly qualified to perform the duties and hold the office of Civil Service
Commissioners of the City of Jacksonville, Arkansas, and they are hereby
charged with the faithful P erPormance of such duties In an impartial
and un-
biased manner as are now or may hereafter be imposed upon them by proper
authority.
Section 4: All ordinances and P arts of ordinances in conflict here -
with are hereby repealed, and unless the provisions of this ordinance are put
into effect immediately, the public peace, health and safety of the citizens of
the City of Jacksonville will be adversely affected; therefore, an emergency is
hereby declared to exist, and this ordinance shall be in full force and effect
from and after its passage and approval.
