AN ORDINANCE TO PROVIDE FOR THE ADOPTION BY REFERENCE OF
THE NATIONAL ELECTRIC CODE STANDARDS OF THE NATIONAL
BOARD OF FIRE UNDERWRITERS AND THE STATE OF ARKANSAS'S
DEPARTMENT OF THE STATE FIRE nARSHALL FOR ELECTRIC WIRING
AND APPARATUS FOR THE CITY OF JACKSONVTT•T.E, CREATING THE
OFFICE OF ELECTRICAL INSPECTOR FOR LICENSING OF ELECTRICIANS,
REGULATING THE INSTALLATION OF ELECTRIC WIRING AND APPARATUS,
REPEALING ORDINANCE NO. 31, AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE,
ARKANSAS:
SECTION 1. There is hereby adopted by the City Council of
Jacksonville for the purpose of establishing rules and
regulations for the construction, alteration, removal and
maintenance of electrical wiring and apparatus, including
permits and penalties, that certain codes known as the
National Board of Fire Underwriters National Electric Code
Standards, being particularly the 1959 edition thereof and
the whole thereof, save and except such portions as are
hereinafter deleted, modified or amended, and the Article
Eleven (11) of the 1958 edition of the State of Arkansas
(Included in City Ordinance 102)
Fire Prevention Code adopted pursuant to Section 6 of Act
2 54 of the General Assembly of 1955, of which not less than
one (1) copy have been and are now on file in the office of
the City Clerk of the City of Jacksonville, and the same are
hereby adopted and incorporated as fully as if set out at
length herein, and from the date on which this ordinance
shall take effect, the provisions thereof shall be controlling
in the construction, alteration, removal and maintenance of
all electric wiring and apparatus within the corprate limets
of the City of Jacksonville, Arkansas.
SECTION 2. Inspector - There is hereby created the office of
electrical inspector who shall be appointed by the Mayor,
subject to the confirmation of the City Council. The
Electrical Inspector shall have had at least two (2) years
experience as an electrician„ shall be of good moral character,
shall be versed in the approved methods of electrical construction,
for safety of life and property and the herein listed Codes.
He shall receive compensation equal to one -half of the electrical
permit fee including the fee charged in Section Nine (9) hereof.
SECTION 3 0 DUTIES - THE ELECTRICAL INSPECTOR, WHO FOR THE
PURPOSE OF THIS ORDINANCE SHALL SE KNOWN AS THE CITY ELECTRICIAN,
AND HEREAFTER REFERRED TO AS SUCH, SHALL HAVE THE DUTY AND
IS HEREBY AUTHORIZED, EMPOWERED AND DIRECTED 10 REGULATE AND
DETERMINE THE PLACING OF ELECTRIC WIRES OR OTHER APPLIANCES
FOR ELECTRIC LIGHTS, HEAT AND POWER IN THE CITY OF JACKSON-
VILLE IN THE PERFORMANCE_ OF HIS DUTIES SETWEEN THE HOURS OF
8t00 A.M. AND 5 ;00 P.N. DAILY, EXCEPT THAT IN CASE OF
EMERGENCY AND WITHIN THE LIMITS OF REASON, THE CITY ELECTRI-
CIAN MAY ENTER BUILDINGS FOH SUCH PURPOSES AT OTHER THAN THE
DESIGNATED HOURS. IT SHALL BE THE DUTY OF THE CITY ELECTRI'
CIAN TO INSPECT AND /OR TEST ALL ELECTRICAL WORK AND EQUIP-
MENT OR APPARATUS FOR COMPLIANCE WITH THE CODES WHENEVER
ELECTRIC AIRING APPLIANCES OR APPARATUS SHALL BE DEFECTIVE OR
HAZARDOUS THROUGH IMPROPER MANUFACTURER OR INSUFFICIENT
INSULATION OR FOR ANY OTHER REASON, HE SHALL AT ONCE CAUSE
THE REMOVAL OF OUCH UEFECTIVE DEFECTS AT THE EXPENSE OF THE
OWNERS OF SUCH WIRING, APPLIANCE OR APPARATUS,

SHALL BE MADE IN /OR OF THE WIRING OF ANY BUILDING OR STRUCTURE
FUR LIGHT HEAT OR POWER OR TO INCREASE THE LOAD OF ENERGY
CARRIED BY SUCH WIRES OR EQUIPMENT NOR SHALL ANY BUILOINB OR
STRUCTURE BE WIRE) FOR ELECTRIC LIGHTS, APPLIANCES, METERS,
APPARATUS OR HEATING DEVICES NOR ALTERATIONS MADE THERETO
WITHOUT AN ELECTRICAL PERMIT THEREOF BEING FIRST OBTAINED
FROM THE CITT LICENSE ISSUING CLERK BY THE PERSON, FIRM OR
CORPORATION HAVING DIRECT CHARGE OF SUCH INSTALLATION,
ALTERATION OR REKJOVAL, THE ICE FOR THE ELECTRICAL PERMIT
SHALL BE CHARRED ACCORDING TO THE RATE SCHEDULE ATTACHED
HERETO,
SECTION 5. INSPECTION o UPON THE COMPLETION OF THE ®IRING,
INSTALLATION OR ALTERATION OF ANY BUILDING OR STRUCTURE FOR
LIGHTS, HEAT, ROWER, APPLIANCES OR APPARATUS, IT SHALL BE THE
DUTY or THE PERSON, FIRM, OR CORPORATION HAVING DIRECT CHARGE
OF SUCH TO NOTIFY THE CITY ELECTRICIAN, WH0 SHALL AS EARLY AS
POSSIBLE, INSPECT SUCH WIRING, INSTALLATION, APPLIANCE AND

apparatus, and if installed, altered and constructed in compliance with
the permit and in accordance with the requirements of this ordinance,
he shall execute a certificate of satisfactory inspection, which shall
contain the date of such inspection and the result of his examination,
but no such certitiaate:b 31 be issued unless such electric wiring,
meters, heating devices, appliance, and apparatus be in strict accord
with the rules and requirements and the spirit of this ordinance nor
Shall current be turned on such installation, equipment, appliance,
meter, heating device, and apparatus until said certificate be issued.
SECTION 6. Standards - All electrical construction, all materials,
appliances, motors, heating devices and apparatus used in connection
with electrical work and the operation of all electrical apparatus
within the City of Jacksonville shall conform to the rules and
requirement of..the National Electrical Code and the State of
Arkansas Electrical Code current when work is performed or equipment
and apparatus installed, however, the necessity, good service and said
results often require larger sizes of ware, more branch circuits, and
better types of equipment than the minimum which is specified in the
codes, therefore the City Electrician supervising the enforcement of
the codes will have the responsibility and authority for making
interpretations of rules, for deciding upon the approval of equipment .
materials,construction, and for granting the special permission con-
templated in a number of the rules, and the City Electrician where
necessary, shall make the code procedure for securing official inter-
pretation of the Codes. All electrical work of any kind and all .
systems shall satisfactorily fulfill the purpose for which it is installed
and all work shall be executed in a neat and workmanlike manner. Slip-
shod or work not in keeping with good electrical pratice shall be
classified as defective and shall be corrected immediately by persons
causing same. All wiring for lights, power and heat in the defined
Fire District and in the theatres,

GRENFIELD, APPROVED METAL DUCTS AND METAL MOLDINGS.
FLEXIBLE STEEL ARMORED CARLE, COMMONLY KNOWN AS BX CABLE,
WILL NOT BE USED NOR PERMITTED EXCEPT IN OLD OR REMODELED
APARTMENTS OR PROVATE DWELLINGS WHERE WIRING 1S TO OE CON+
CEALED AND IT IS NECESSARY TO FISH WIRES FROM REMOVING OR
DEFACING THE PRESENT STRUCTURE.
ALL LIGHT WIRING IH COMMERCIAL BUILDINGS IN SALES AND DISPLAY
ROOMS SHALL BE DONE WITH WIPE NOT SMALLER THAN NO. R2 WIRE,
ALLOWING FOUR (4) OUTLETS TO THE CIRCUIT, WINDOW LIGHTS NOT
OVER SIX (6) OUTLETS PER CIRCUIT PIO. 92 WIRE, PROVIDED THIS
NUMBER or OUTLETS hors NOT OVERLOAD THE CIRCUIT,
ELECTRICAL SIGNS ON NEW OR OLD WIRING TWO HUNDRED WATTS OR
OVER MUST BE ON SEPARATE CIRCUIT. SIGN$ Not EXCEEDING TWO
HUNDRED WATTS MAY SE CONNECTED TO A LIGHT CIRCUIT PROVIDED
THAT CIRCUIT IS NOT OVERLOADED,
ALL EXPOSED emu ORDER HOUSES AND IN BASEMENT SHALL BE IN+
STALLED IN RIGID STEEL CONDUIT, STEEL TUBES, OR GREENFIELD
UNLESS THE JOISTS ARE BORED. THIS OGEE NOT APPLY TO GROUND
WIRES, UNDER ALL CONDITIONS WHERE CONDUIT IS REQUIRED,
CONDUIT AND FITTINGS USED SHALL BE OF THE TYPE KNOWN TO THE

IN ALL WIRING FOR TWO HONORED VOLTS AND OVER, THE USE OF
CARTRIDGE FUSES IS REQUIRED,
ALL MULTIPLE METER INSTALLATIONS OR SERVICE SWITCH RANKS OF
FOUR (4) OR MORE METERS SHALL BE PROTECTED BY MAIN SERVICE
FUSED SWITCH OR BREAKER" MAIN SWITCH OR BREAKER SHALL BE OF THE
APPROVED TYPE. ALL METER LOOPS UP TO AND INCLUDING TWO
HUNDRED AMPERE MUST BE OF THE SOCKET OR BOX TYPE USING MAIN
LINE FUSED SWITCH OR BREAKER OF THE APPROVED TYPE, METER
LOOPS TWO NUNOREO AMPERE OR OVER SHALL BE PROVIDED WITH APPROVED
METAL BOXES TO CONTAIN NECESSARY CURRENT TRANSFORMERS,

Service entrance switches and meter loops shall be located in ready
accessible pbaces. Height of .meter sockets shall not be less than six
(6) feet and net more than six and one -half (61) feet to the bottom of
the socket. Service entrance switches where accessible to other titan
authorized persons shall not be lower than five (5) feet to the bottom
of the switch.
SECTION 7. Licensing of Electricians - KLectrical Contractor shall be
defined to include any person, member and /or employee of a firm, partner-
ship or corporation engaged in the business of installing, erecting or
repairing or contracting to install, erect or repair electric wires
or conductors to be used for the transmission of electric light, heat
or pourer purposes or to install or repair, mouldings, ducts, raceways
or conduit for the reception or protection of such wires or conduits,
or any electrical machinery, apparatus or systems to .be used for
electrical light, heat, power or signaling pur poses operating at a
potential of 30 volts or more.
Stich electrical contractor shall pay a license fee of 550.00 within
I0 days after becoming eligible thereof which license shall be valid
to December 31, 1960, and 350.00 annually thereafter on or before
the 30th day of January of each year.
Be it furthur ordained that every person, firm or corporation doing
business in the City of Jacksonville as a licensed electrical contractor
shall file with the City Electrician, a bond in th.e pedal sum of one-
thousand ($I,000.00) dollars with recognized insurance company as surety,
authorized to dc bu.siuess in the City of Jacksonville, the bond and
surety shall be approved by the City Attorney/ of Jacksonville, the
condition of said bond being that the City of Jacksonville for the use of
itself, or any citizen of said City dantaged by improper electrical work;
and conditioned further that the principle shall strictly comply with
the ordinances of the City of Jacksonville governing §uch work; that the
principle will do or suffer no work to be done without a permit, and will
report work dons for inspection by the

electrical inspection department in conformity with the
laws and ordinances of the City of Jacksonville.
SECTION S. Failure to comply - Any person, firm or corpora-
tion who shall fail to correct any defect or defects in his
or her work or to meet the required standards after having
been given notice of the unfit conditions by the City
Electrician, with a reasonable time, shall be refused any
other permit until such defect or defects have been
corrected and shall be subject to revocation of license for
continual defective work or upon conviction for violation
of any of the provisions of this ordinance.
SECTION 9. Upon failure to comply with this ordinance, the
City Electrician shall have authority, after due notice, to
order the electric current in the property concerned cut
off. For each re- inspection after the alteration is made
there shall be a further charge of $3.00 to be paid by the
person, or firm in charge of the electrical construction.
SECTION 10. Penalties - Any person, firm or corporation
found guilty of violating any of the provisions of this
ordinance shall be subject to a fine of not leas than ten
dollars ($10.00) nor not more than one hundred ($100.00)
together with the costs of such.prosecution, or by im-
prisonment for not to exceed ninety (90) days.
SECTION 11. License to Individual - Any individual desiring to
perform his own electrical work personally shall not be re-
quired to obtain the required lictuasai bet. ish& 3r_be:requjred
to obtain the regular permit for that particular job. Such
work by the individual must be done by him personally on his
own particular property.
SECTION 12. It shall be unlawful for any person, firm or
corporation licensed under this ordinance to alter, transfer,
lend or rent his or its license certificate or use a license
not his or its own. It shall also be unlawful for any person
to faLiely represent himself or themselves to be licensed
under this ordinance, or to wrongfully use a license issued.

SECTION 13. Conflicting Ordinance repealed. - All ordinances
or parts of ordinances in conflict herewith are hereby re-
pealed.
SECTION 14. Validity - The invalidity of any section or
provisions of this ordinance or of the codes hereby adopted
shall not invalidate other sections or provisions thereof.
SECTION 15. Emergency Clause - It is common knowledge that
inferior work upon electrical wiring results in fires, loss
of life and property, and unless the provisions of this
ordinance are placed into effect immediately the public
peace, health and safety will be adversely affected, there-
fore an emergency is declared to exist, and this ordinance
shall be in full force and effect from and after its passage
and approval.

TO CREATE A BOARD OF ADVISORS. SAID BOARD WILL BE CONCERNED
WITH ALL ACTIVITIES IN REGARD TO ANY ELECTRICAL CONSTRUCTIONS
OR REPAIRS IN TEE CITY OF JACKSONVILTF OTHER THAN HIGHI$
DISTRIBUTION SYSTEMS.
One member shall be a representative of the
Arkansas Power & Light Company

C. One member shall be a representative of the
City of Jacksonville Fire Department
D. The said Board shall have the power to examine
the qualifications of all persons, firms or
corporations who are engaged in the business
of contracting electrical wiring work or in-
stalling electric wiring, light fixtures or

of more than 30 volts
E. Said Board shall have the power to investigate
and to recommend Council action in any case of
disputes concerning any type of electrical
construction
F. Said Board shall have the power to recommend
any rules or regulations to be added or re-
moved from Ordinance #105
G. Any member of the Board may be removed or re-
placed by the City Council, City of Jackson -
ville for incompetency or dereliction duty
by a majority vote of the duly elected members
of the Council
B. Term of office for the member of the Board
shall be for a period of two years. The City
Council shall re -elect or replace Board members
at the end of their terms
