0104ORDINANCE NO. 10 AF ORDINANCE ORDERING THE REMOVAL AND RAZING OF BUILDINGS HOUSES AND OTHER STRUCTURES IN THE CITY OF JACKSONVILLE WHICH ARE FIRE HAZARDS AND WHICH ARE UNSAFE FROM SANITARY STANDPOINT: DIRECTING THE, LEGAL AUTHORITY TO TAKE SUCH ACTION AS MAY BE NECESSARY TO COMPEL THE REMOVAL AND RAZING OF SAID BUILDINGS, SOUSES AND OTHER STRUCTURES IN ORDER TO ACCOMPLISH THE RESULTS DESIRED BY THIS ORDINANCE: DECLARING AN EIERGEI'TCY, AND FOR OTHER PURPOSES. BE IT ORDAINED BY TIz'E CITY COUNCIP OF THE CITY OF JACKSONVILLE, ARKANSAS: Whereas$ the buildings and structures whose locations are hereinafter set forth in this ordinance have became run - dawn, dilapidated, unsafe, unsightly, dangerous, obnoxious and detrimental to the public welfare of the citizens of the City of Jacksonville, Arkansas, and Whereas, the conditions of such property constitute a serious fire and health hazard to the City of Jacksonville, Arkanses, and unless immediate action is taken to remedy this situation by removing and razing said buildings, there is a great likelihood that the surrounding property may be destroyed by fire originating in such unsafe and hazardous structures, and also that, since such structures are a breeding place for rats, rodents and other disease -germ carriers and of diseases, such buildings constitute a serious hazard to the health and safety of the citizens of Jacksonville, Arkansas, and they should be removed and razed for the purpose of eliminating such hazards. SECTION 1. That the owners of the following described property be and they are hereby ordered to remove or raze the buildings upon said property within thirty (30) days from the effective date of this ordinance, SECTION 2. SECTION 3. The City Attorney is hereby directed to take such action and to institute such legal proceedings against such persons as it may be necessary to do for the purpose of and in order to enforce the provisions of this ordinance and to remedy the dangerous and unsightly conditions, the health conditions and the fixe hazards which said properties constitute. SECTION 4. All persona, firms, or corporations violating the provisions of this ordinance shall upon conviction thereof be fined in any sum of not less than Twenty-five Dollars ($25.00) nor more than One Humdred Dollars ($100.00) SECTION 5. All ordinances and parts of ordinances in conflict herewith are hereby repealed, and unless the provisions of this ordinance are put into effect immediately, the public peace, health and safety of the people of Jacksonville, Arkansas, will be adversely affected; therefore, an emergency is hereby declared to exist and this ordinance shall be in full force and effect from and after its passage and approval.
