CITY OF JACKSONVILLE, ARKANSAS
REGULAR PLANNING COMMISSION MEETING
March 13, 1995
7:00 P.M. - 7:25 P.M.
OPENING REMARKS:
Chairman Brannen opened the meeting and expressed appreciation for
those in attendance.
He expressed also sympathies to City Engineer Duane Reel regarding
the loss of his mother.
ROLL CALL:
Commissioners: Rudy Reid, Jim Dornblaser, Kenny Elliott, Bart
Gray Jr., Lester Piggee, Leslie Belden and Jack Patton answered
ROLL CALL. Chairman Art Brannen also answered ROLL CALL and
declared a quorum. PRESENT eight (8), ABSENT one (1).
Others present for the meeting were City Attorney Robert E.
Bamburg, Computer Tech. Mylissa Founds and petitioners.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Belden moved, seconded by Commissioner Patton that
the minutes of the February 13, 1995 Regular Planning Commission
Meeting be APPROVED. MOTION CARRIED.
REQUEST TO SET UP PUBLIC HEARINGS:
A request was submitted by Mr. John W. Mason to rezone Lot 9,
Block 27, Old Town of Jacksonville, County of Pulaski, State of
Arkansas to be rezoned from its current R-4 zoning to C-1.
There was general discussion regarding the proposed use of the
building, a four-plex, located on the property.
Mr. Scott Straub related that wrong information was received from
Ms. Valencia Hardy in the City Engineer's office when zoning
information was sought with regard to the parcel.
Chairman Art Brannen expressed that the letter from Mr. Mason was
in poor taste regarding information received.
Mr. Straub stated that Mr. Reel was contacted and that he
suggested that a letter be written to the Commission explaining
what had transpired.
Mr. Straub, representing Mr. Mason, voiced that two Real Estate
office suites are proposed for the downstairs with two apartments
upstairs.

March 13, 1995 continued:
Commissioner Belden moved, seconded by Commissioner Dornblaser
that a public hearing be set for 7:00 p.m. at the next Regular
Meeting of the Planning Commission scheduled for 10 April 1995 to
hear a request from Mr. John W. Mason to rezone a parcel legally
described as Lot 9, Blk. 27, Old Town of Jacksonville, Pulaski
County Arkansas, from R-4 to C-1. MOTION CARRIED.
REQUEST TO APPROVE BUILDING PERMITS: A request has been
submitted by Mike and Sammye Wilson for a residence to be
constructed off Military Rd. (St. Hwy 294) on the corner of the
ridge overlooking two reservoirs which is part of the NE 1/4, NE
1/4, of Section 31, T-3-N, R-10-W, Jacksonville, Arkansas
Commissioner Piggee moved, seconded by Commissioner Elliott that
the request of Mr. & Mrs. Mike Wilson for the construction of a
residence off Highway 294 on a parcel which is part of the NE 1/4,
NE 1/4, of Section 31, T-3-N, R-10-W, Jacksonville, Arkansas.
MOTION CARRIED.
REQUEST TO APPROVE PLATS:
PUBLIC HEARINGS:
DISCUSSION: STREET NAME CHANGE FOR INDUSTRIAL DRIVE
The consensus of the Planning Commission is that a contest be held
with regard to changing the name of Industrial Drive.
Commissioner Belden moved, seconded by Commissioner Dornblaser to
recommend to the City Council that a competition be held between
the elementary schools in the City of Jacksonville, with each
submitting a name to the City Council with regard to changing the
name of Industrial Drive. MOTION CARRIED.
ADJOURNMENT:
Commissioner Elliott moved, seconded by Commissioner Piggee that
the meeting adjourn at approximately 7:20 p.m. MOTION CARRIED by
common consent.
