95 JAN 09.docCITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING JANUARY 9, 1995 7:00 P.M. - 7:40 P.M. OPENING REMARKS: Mayor Swaim was present for the Planning Commission Meeting and administered the Oath of Office to recently re-elected Commissioners Art Brannen and Jack Patton. At this time Commissioner Kenny Elliott, Chairman for the year 1994, asked for a roll call by Planning Commission Secretary Lula M. Leonard. ROLL CALL: Commissioners: Rudy Reid, Jim Dornblaser, Art Brannen, Kenny Elliott, Leslie Belden and Jack Patton answered ROLL CALL. Commissioner Connie Foster was absent. Chairman Elliott declared a quorum. PRESENT six (6), ABSENT two (2). (One appointment to the Planning Commission has not been filled for the year 1995.) Others present for the meeting were City Attorney Robert E. Bamburg, City Engineer Duane Reel, Computer Tech. Mylissa Founds and petitioner Council Member Emma Knight. Mayor Swaim addressed the Planning Commission at this time. He challenged the members to do the work they have been doing but to address the five year plan which has been set forth by the Economic Development Department. He noted that the City of Sherwood is endeavoring to annex surrounding areas, challenging the Commission to become involved in the same kind of endeavor for the City of Jacksonville. He asked that meetings be arranged for study of the Master Plan of the City with City Engineer Reel and with recommendations to the City Council regarding future expansion. He pointed out that he challenged the Park & Recreation Commission to put their best efforts to work for the City adding that the fruits of that challenge will be enjoyed by the citizens of the community very soon as he mentioned the completion of the Community Center. He pointed out that he did not want the Commission to step aside but to step forward and get involved. He asked that each help to lay the groundwork for the City of Jacksonville in the year 2000. He commended the work of the Commission and challenged them again to take positive action toward the expansion of the City of Jacksonville. Commissioner Elliott thanked Mayor Swaim for the challenge pointing out that the Commissioners, he feels, is ready to work toward planning for the future. ELECTION: CHAIRMAN, VICE CHAIRMAN & CHAIRMAN OF THE BOARD OF ADJUSTMENT, AND MEMBERS OF THE BOARD OF ADJUSTMENT Commissioner Belden moved, seconded by Commissioner Dornblaser that Mr. Art Brannen be elected as Chairman of the Planning Commission. There being no other nominations, Mr. Art Brannen was unanimously elected. MOTION CARRIED. At this time Chairman Art Brannen accepted the position and continued the meeting. Commissioner Elliott moved, seconded by Commissioner Reid that Commissioner Leslie Belden be elected as Vice Chairman of the Planning Commission and Chairman of the Board of Adjustment. By a unanimous vote the MOTION CARRIED. Commissioners Rudy Reid and Jack Patton volunteered to serve on the Board of Adjustment. APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Belden moved, seconded by Commissioner Dornblaser that the minutes of the December 12, 1994 Regular Planning Commission Meeting be APPROVED with the correction regarding the rezoning of Pennpointe from R-0 to R-5. (the minutes were presented as R-1 to R-5.) MOTION CARRIED. REQUEST TO SET UP PUBLIC HEARINGS: The request that was submitted was declared void in that the petitioner requested a refund of the advertising fee. REQUEST TO APPROVE BUILDING PERMITS: No requests were submitted. REQUEST TO APPROVE PLATS: Preliminary Plat of Green Acres Subdivision Drainage Computations (Petitioner Jim Green) The item was withdrawn by sponsor. PUBLIC HEARINGS: Rezoning of Five (5) acres Hwy 161 & Valentine Road from R-0 to R-1A Chairman Brannen opened the Public Hearing at 7:20 p.m. CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING JANUARY 9, 1995 7:00 P.M. - 7:40 P.M. Alderman Emma Knight spoke to the Commission requesting the rezoning stating that "Patio Homes" is planning a subdivision of one, two and three bedroom homes containing from one thousand to fourteen hundred fifty square feet. She noted that they are efficiency packaged homes and that a park area will be donated by the developer adding that the development will enhance the City of Jacksonville. There were no persons present opposed to the rezoning. Chairman Brannen closed the meeting at approximately 7:27 p.m. Commissioner Belden moved, seconded by Commissioner Elliott to RECOMMEND TO THE CITY COUNCIL the rezoning of five (5) acres on Highway 161 & Valentine Road from R-0 to R-1A. MOTION CARRIED. NON-AGENDA: There was a short discussion regarding the request of Mayor Swaim and other matters of concern such as culdesacs, variances, and items not being represented by petitioners that appear on the agenda. The consensus of the Planning Commission was to have an informal meeting January 30, 1995 at 7:00 p.m. at City Hall with Mayor Swaim and City Engineer Reel. It was noted that a reminder would be mailed by the secretary to each Commissioner before the meeting. ADJOURNMENT: Chairman Brannen adjourned the meeting at approximately 7:40 p.m. MOTION CARRIED.
