Informal PLANNING COMMISSION
MEETING
February 27, 1995
7:00 P.M. - 8:15 P.M.
OPENING REMARKS:
Chairman Brannen opened the meeting and expressed appreciation for
those in attendance.
Commissioners: Bart Gray Jr., Rudy Reid, Kenny Elliott, Lester
Piggee, Connie Foster, Leslie Belden, Jim Dornblaser, and Jack
Patton were present as well as Chairman Art Brannen.
Others present for the meeting were City Attorney Robert E.
Bamburg, City Engineer Duane Reel, and City Clerk Lula M.
Leonard.
The informal meeting of the Planning Commission consisted of a
lengthy discussion regarding a map listed as "First Proposal"
of parcels given consideration for annexation into the City of
Jacksonville. (map on file as exhibit "a" of these minutes)
There was general discussion regarding a tour of the properties on
Saturday, 25 February 1995. Cost factors in relation to fire and
police protection and drainage control was expressed as a concern
by those members present. Construction of fire stations and
accessibility to those already established was also given
consideration in choosing definite areas to be recommended to the
City Council for annexation.
It was suggested by Commissioner Bart Gray Jr. that control be
maintained on either side of major thoroughfares and roadways.
City Engineer Reel suggested that a quarter of a mile be given
consideration in said control endeavors.
The consensus of the group was to have City Engineer Reel present
a map of areas suggested during the meeting to Mayor Swaim and
that the Fire and Police Departments become involved as needed in
cost factor determinations regarding the City of Jacksonville.
City Engineer Reel submitted a list of possible revisions to the
Jacksonville Municipal Code.
Chairman Brannen encouraged the group to study the list and be
prepared to discuss them at the next meeting. (list on file as
exhibit "b" of these minutes)
Commissioner Elliott suggested, after attending an APA meeting in
Hot Springs, that a workshop be set including members of the

Planning Commission and the City Council and a representative from
the APA. The consensus of the group was to proceed with the
workshop.
ADJOURNMENT:
Chairman Brannen adjourned the meeting at approximately 8:15 p.m.

There will be an informal meeting of the Planning Commission
following the Regular Meeting on March 13, 1995.
The list submitted by the City Engineer and ANNEXATION PROPOSALS
will be topics of discussion.
