REGULAR PLANNING COMMISSION MEETING
February 13, 1995
7:00 P.M. - 7:20 P.M.
OPENING REMARKS:
Chairman Brannen opened the meeting and expressed appreciation for those in attendance.
At this time, Mayor Swaim presented a plaque to T. Adam Green expressing appreciation for his service on the Planning Commission.
ROLL CALL:
Commissioners: Bart Gray Jr., Rudy Reid, Kenny Elliott, Lester Piggee, Connie Foster, Leslie Belden and Jack Patton answered ROLL CALL. Chairman Art Brannen also answered ROLL CALL
and declared a quorum. PRESENT eight (8), ABSENT one (1).
Others present for the meeting were Mayor Swaim, City Attorney Robert E. Bamburg, City Engineer Duane Reel, Computer Tech. Mylissa Founds and petitioners.
APPROVAL AND/OR CORRECTION OF MINUTES:
ANNUAL REPORT:
Commissioner Elliott moved, seconded by Commissioner Reid that the ANNUAL REPORT for 1994 of the JACKSONVILLE PLANNING COMMISSION be APPROVED. MOTION CARRIED.
JANUARY MINUTES:
Commissioner Belden moved, seconded by Commissioner Elliott that the minutes of the January 9, 1995 Regular Planning Commission Meeting be APPROVED. MOTION CARRIED.
REQUEST TO SET UP PUBLIC HEARINGS:
No requests were submitted.
REQUEST TO APPROVE BUILDING PERMITS:
No requests were submitted.
REQUEST TO APPROVE PLATS: FINAL PLAT / CLOVER RIDGE SUBDIVISION
TRACT "A", PHASE II
City Engineer Reel stated that the plat has not been altered since Preliminary Plat submission adding that the City does not have a problem with the Final Plat.
Commissioner Elliott moved, seconded by Commissioner Patton that the FINAL PLAT of CLOVER RIDGE SUBDIVISION TRACT "A", PHASE II be APPROVED. MOTION CARRIED.
FINAL PLAT / DEER CREEK SUBDIVISION (OUTSIDE THE CITY-WITHIN THE PLANNING JURISDICTION)

City Engineer Reel pointed out that the water service is from the City of North Little Rock and sewer by an Improvement District. He said the plat would go to the county for signatures.
He pointed out that the plat does not vary from a previously submitted preliminary plat.
Mr. Jim Butler voiced that all improvements have been installed with streets to the specifications required by the City of Jacksonville.
Commissioner Belden moved, seconded by Commissioner Piggee that the FINAL PLAT OF DEER CREEK SUBDIVISION be APPROVED. MOTION CARRIED.
PUBLIC HEARINGS:
MAIN STREET REVITALIZATION COMMITTEE:
Commissioner Belden reported that at the last meeting of the committee those in attendance decided that meetings should be held monthly instead of quarterly.
She related that the Economic Development Department is involved pointing out that surveys they are in the process of making will aid in the efforts of the Main Street Committee.
She pointed out that "hands-on" work is planned in contacting business owners in the City for their input regarding improving the downtown area.
It was noted that Commissioner Belden and City Engineer Reel will be doing work on maps which will be used in the work of the committee.
The next meeting is scheduled for March 15, 1995, 7:00 p.m. at City Hall. A bus tour of annexation areas set for the March 25, 9:00 a.m. was announced and a meeting to follow up on
ideas on March 27, at 7:00 p.m. at City Hall was noted as well.
NON AGENDA:
A list was submitted by the City Engineer regarding things that have been discussed that may need to be modified in the Jacksonville Municipal Code especially in the area of zoning classifications
as it relates to what is permitted therein. The Commissioners were encouraged to peruse the list and be prepared to present their views and possibly make recommendations to the City
Council regarding the same.
