REGULAR PLANNING COMMISSION MEETING
OCT. 10, 1994

OPENING REMARKS:
ROLL CALL:
Commissioners: Rudy Reid, Jim Dornblaser, Art Brannen, Tad Green,
Lester Piggee, and Jack Patton answered ROLL CALL. Commissioner
Connie Foster and Commissioner Belden were absent. Chairman Kenny
Elliott answered ROLL CALL and declared a quorum. PRESENT seven
(7), ABSENT (2).
Others present for the meeting were City Attorney Robert E.
Bamburg, City Engineer Duane Reel, Deputy City Clerk Susan
Goings, Computer Technician Mylissa Founds of the Engineering
Department, and petitioners.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Brannen moved, seconded by Commissioner Patton that
the minutes of the September 12, 1994 Regular Planning Commission
Meeting be APPROVED. MOTION CARRIED.
REQUEST TO SET UP PUBLIC HEARINGS:
No requests were submitted.
REQUEST TO APPROVE BUILDING PERMITS:
No requests were submitted.
REQUEST TO APPROVE PLATS:
a. Re-plat of Lots 7,8,9,10 and 11 of Block 2, Brown Addition to
the City of Jacksonville (Petitioner Tad Green)
The item was withdrawn by petitioner for presentation at the next
Regular Planning Commission Meeting.
b. Preliminary Plat/Fair Oaks Subdivision (Petitioner Jerry
Smith)
City Engineer Reel informed the Commission that all changes
suggested when the Sketch Plat was submitted have been made as he
pointed out that a check list regarding the plat was prepared by
Mrs. Founds of the Engineering Department and included in the
agenda packet. He added that the subdivision is now ready for
the development of water, sewer and streets and storm drain
planning.
It was pointed out by Commissioner Elliott that no lots open on
Main Street.
City Engineer Reel stated that at one time, Christy Lane was the
only access into the subdivision but that a connection, which was
requested by the Planning Commission, has been made off the

culdesac. He related that an "F" should be designated on the lots
which are in the flood plain before acceptance of the Final Plat.

Commissioner Dornblaser moved, seconded by Commissioner Piggee
that the Preliminary Plat of Fair Oaks Subdivision be APPROVED
with the stipulation that lots in the flood plain meet flood zone
requirements. MOTION CARRIED.
C. Preliminary Plat/Foxwood Subdivision Phase X (Petitioner
Woodhaven Homes)
City Engineer Reel related that the Sketch Plat was submitted and
approved and that the Preliminary Plat meets all requirements of
the City as far as items on the plat. He noted that the developer
can proceed with water, sewer, street and storm drain plans for
final plat submission.
Commissioner Piggee moved, seconded by Commissioner Dornblaser to
APPROVE the Preliminary Plat of Foxwood Subdivision Phase X.
MOTION CARRIED.
d. Final Plat/Northlake Subdivision Phase V (Petitioner Dupree
Company) (Bill of Assurance on file)
It was noted by City Clerk Leonard that in 1986 Mr. Dupree paid a
plat fee of $100.00 for Northlake Subdivision Phase V and that a
$115.00 check has been received leaving a balance of $15.00 due.
She stated that a check for $140.00 from Mr. Dupree for the plat
fee due on Northlake Subdivision Phase VI has also been received
leaving $140.00 to be paid at the time the final plat is
submitted.
City Engineer Reel related that final letters of acceptance for
the water and sewer have not been received as yet. He said that
the street is ready to be paved, that compaction tests have been
made and that they should be asphalted by the end of the week. He
pointed out that some lots lying in the flood plain have been
filled and are actually out of the flood plain, but that a letter
of map amendment has not been received from FEMA as yet. He said
that the lots should have an "F" designation on the plat until
official notification has been received.
Commissioner Dornblaser moved, seconded by Commissioner Reid that
the Final Plat of Northlake Phase V be APPROVED with the following
stipulations: (1) completion of street paving, (2) utility
improvements, and (3) the "F" designation on lots where applicable
(lots 165 thru 172) until a letter of map amendment is received
from FEMA. MOTION CARRIED.

Chairman Elliott noted that the item is to be recommended to the
City Council for their approval.

e. Preliminary Plat/Northlake Subdivision Phase VI (Petitioner
Dupree Company)
City Engineer Reel stated that the water and sewer is in and that
street construction is to be continued. He said that all
requirements for a preliminary plat are met and that those lots in
the flood plain on the final plat should be so designated unless a
letter of map amendment is received from FEMA.
The length of the culdesac was questioned by Commissioners Brannen
and Dornblaser.
City Engineer Reel said that it exceeds the Municipal Code
Requirement of five hundred (500) feet by about two hundred (200)
feet.
He voiced that it might be reasonable to request that the flood
zone be designated on this plat and plats in general after
Commissioner Brannen posed a question regarding its designation on
the plat.
There was a short discussion regarding the length of the culdesac
in Northlake Subdivision Phase VI and whether or not there needs
to be a change by ordinance regarding the code requirement. The
general consensus was that the City Engineer and the City Attorney
should review this along with some other possible inequities such
as curb cuts, sidewalks, basketball goal placement making streets
a playground, etc. which may need to be addressed.
Commissioner Dornblaser moved, seconded by Commissioner Reid to
APPROVE the Preliminary Plat of Northlake Subdivision Phase VI
granting a waiver with regard to the length of the culdesac.
MOTION CARRIED.
It was requested that Northlake Subdivision Phase V and VI remain
as named, that they may not revert back to prior status as phases
Va and Vb.
COMMITTEE REPORTS:
Status of Main Street Revitalization
Chairman Elliott explained that the Main Street Revitalization
Committee will be meeting on a quarterly basis, the next meeting

date being November 1, 1994, 7:00 p.m. at City Hall. He related
that the committee may need to be made an official committee of
the Planning Commission.

He said that the committee would work together with the office of
Economic Development.
Commissioner Dornblaser moved, seconded by Commissioner Brannen to
make the Main Street Revitalization Committee an official
committee of the Planning Commission with members as appointed by
the Planning Commission Chairman. MOTION CARRIED.
ADJOURNMENT:
Commissioner Patton moved, seconded by Commissioner Brannen that
the meeting adjourn at approximately 7:30 p.m. MOTION CARRIED.
