OPENING REMARKS:
Chairman Elliott called the meeting to order and asked for Roll Call.
ROLL CALL:
Commissioners: Connie Foster, Jim Dornblaser, Art Brannen, Tad Green, Lester Piggee, Jack Patton and Chairman Kenny Elliott answered ROLL CALL. It was noted that a quorum was present.
PRESENT SEVEN (7), ABSENT (1). (There are eight (8) members of the Planning Commission.)
Others in attendance for the meeting were City Attorney Robert E. Bamburg, City Engineer Duane Reel, Deputy City Clerk Susan Goings, Computer Technician Mylissa Founds, Mr. Tim Lemons,
Mr. Bart Gray, Mr. Thad Gray, Mr. Jim Peacock petitioners and other interested persons.
APPROVAL AND/OR CORRECTION OF MINUTES
Chairman Elliott noted an error on page one (1), paragraph four under PRESENTATION OF PLAQUES, of the Feb. 14, 1994 minutes. The correction reads; Chairman Elliott presented a plaque
to Mr. Paul Payne expressing appreciat9.on for his excellent work on the Planning Commission and the Board of Adjustment from 1991 to 1994.
Commissioner Brannen moved, seconded by Commissioner Piggee, that the minutes of the February 14, 1994 Regular Planning Commission Meeting be APPROVED as presented.
REQUESTS TO SET PUBLIC HEARINGS:
REQUEST TO BUILDING PERMITS:
Commissioner Brannen moved, seconded by Commissioner Green to place a request for a building permit with a metes and bounds legal description on the agenda. MOTION CARRIED.
City Engineer Reel presented a plat with regard to a request to place a doublewide mobile home on a parcel on Cloverdale Road approximately 300 feet west of Highway 161 on the north
side of the road and adjoining the Wastewater Treatment Plant on the east property line.
He pointed out that a couple of years ago, the parcel was rezoned from residential to mobile home classification (R-4) and that the Dupree's now want to set a double-wide mobile home
on the far east end of the property.
He related that a deal was made many years ago between the Dupree's and the Wastewater Utility that the department would get the lots

platted for a subdivision adding that before the swap was completed, Mr. Dick Morris expired. He noted that he related to Mr. Dupree that plat work will have to be submitted to the Planning
Commission.
He said that the request at this time is to place a double-wide mobile home on the two far east lots legally described by metes and bounds.
City Engineer Reel related that Mr. Dupree would submit a layout for the next regularly scheduled Planning Commission Meeting adding that documentation of the arrangements between the
Sewer Commission, Dick Morris and Mr. Dupree needs to be located for the present supervisor, Dick VanPelt, of Wastewater Utility.
Discussion ensued as to the intent of an Ordinance passed by the City Council regarding placement of mobile homes.
It was noted that the property has been properly zoned for manufactured housing.
Chairman Elliott related that the question before the Commission is to approve a building permit without subdividing the land.
City Engineer Reel related the desire by the petitioner to sell lots for mobile home use.
Commissioner Brannen moved, seconded by Commissioner Foster to table the item of business until the next regularly scheduled Planning Commission Meeting at which time Mr. Dupree should
submit a plat of the land.
Discussion ensued as to the type of hardship this would present to Mr. Dupree.
City Engineer Reel related that the hardship would be due to the fact that Mr. Dupree has already ordered placement of the structure on the property.
ROLL CALL: Commissioners: Foster, Brannen, Green, Dornblaser, and Patton voted AYE. Commissioner Piggee voted NAY. Motion received five (5) affirmative votes and one (1) NAY. MOTION
CARRIED.
Chairman Elliott asked that City Engineer Reel relate to Mr. Dupree the desire of the Planning Commission to have a plat of the proposed development of said property available at the
next regularly scheduled Planning Commission Meeting.

REQUEST TO APPROVE PLATS: a. PRELIMINARY PLAT/GROWING PINES
SUBDIVISION Petitioner: Bart Gray and Thad Gray
City Engineer Reel related that the preliminary plat meets all the criteria with regard to zoning for single family residences adding there is a request for a 30 ft. building line instead
of the standard 35 ft. building line. He noted that, in his opinion, only three lots could justify the request.
Mr. Tim Lemons, from Bond Engineering, representing the item of business, voiced that other area cities have a standard 30 ft. front setback for R-1 zoning.
Commissioner Art Brannen voiced concern regarding ingress and egress for the subdivision. ,
Mr. Lemons expressed that between lots 28 and 29 allowance has been made for a street to tie into the Penn Subdivision now being developed on Southeastern Avenue.
Mr. Lemons explained that lots 19, 20, 21 and lot 31 would be significantly impacted if the 30 ft. building line is not granted. It was pointed out that several lots would exceed the
35 ft. setback due to the shape of the lots in the culdesac.
There was a discussion regarding the development of the two subdivisions and the reason for a 30 ft. setback with comments from Mr. Bart Gray Jr. He related conversation between himself
and Mr. Penn with regard to the streets meeting as developments are completed. He pointed out other developments in which stems have been included in plats which will connect as adjoining
parcels are developed. He said that the Planning Commission requested a stem in the Growing Pines Subdivision which is included in the Preliminary Plat and that Mr. Penn agreed to undo
a culdesac in his development and plat a stem to match the one in the plat before the Commission. He said that he is not aware of the time frame for development of the Penn Subdivision
adding that with development of the Growing Pines Subdivision, it could make the Penn Subdivision more valuable and that it might be developed sooner.
City Engineer Reel said that lots 19, 20 and 21 would be adversely affected with imposing the 35 ft. building line setback and culdesac lots 9 thru 14 and 3 thru 8 would need to be accepted
with a 25 ft. setback.
Other discussion included placement of houses on different lots in relation to setbacks.

City Engineer Reel briefed the Commission with regard to the development of properties and added that proper arrangements have been made by Mr. Penn and Mr. Gray with regard to their
subdivision plats. He said that accesses will be completed when the development scheme is complete.
He pointed out the land locked situation on Braden St. due to the Vertac issue adding that seldom does such things happen. He also related the development of Northwood Acres Subdivision.
Mr. Gray voiced that the first development would encompass 35 lots which would not create a bottle neck condition with regard to the ingress and egress. He related that the main objective
of a 35 ft. setback as related to him by Mr. T. P. White is for the purpose of parking two cars end to end adding that his plans are to have double drive ways with double garages as
part of the Bill of Assurance.
Commissioner Dornblaser moved, seconded by Commissioner Brannen to APPROVE the Preliminary Plat of the Growing Pines Subdivision as submitted with the stipulation that lots 19, 20 and
21 have a 30 ft. setback while lots 914 and 38 in the culdesacs have a 25 ft. setback with all other lots having a 35 ft. setback. MOTION CARRIED.
b. Re-Plat of Lot 66 of the Tara Mount Subdivision
City Engineer Reel related that when Tara Mount Subdivision was developed a large tract of land was included in lot 66 which was owned by the developer Albert Johnson. He related the
desire to now split the lot for the purpose of building a home on the proposed lot 66b adding that all the utilities are ready to serve the new lot. He related that the dimension of
the lot will support a sizable structure.
Chairman Elliott related that it meets all requirements with a 50 ft. building line setback.
Commissioner Green moved, seconded by Commissioner Piggee to ACCEPT the Re-Plat of Lot 66 of the Tara Mount Subdivision as submitted. MOTION CARRIED.

DISCUSSION: MAIN STREET ARKANSAS/Downtown Revitalization
City Engineer Reel related that after speaking with Metroplan he contacted Main Street Arkansas who stated that from their point of view an upgrade of this type would take a concerted
effort from the Chamber of Commerce, Planning Commission, and the Property owners along Main Street. He related that he has received information with several suggestions, one being
Main Street Arkansas, who would be willing to suggest ways to organize the revitalization efforts. He said that the process wouldn't be easy, that it would be long and that property
owners would need to be involved. He related that he didn't think the city has the authority to make requirements like when and how much of a driveway to pour. He said that a public
hearing would be in order to get business establishments along Main Street involved.
City Attorney Bamburg voiced that when the desires of the Planning Commission are clear, an ordinance could be drawn up and presented for passage. He explained that classifications of
zoning could be categorized and that future, not present, developments would be affected.
The consensus of the commission was that a committee be formed.
City Engineer Reel pointed out that some manufacturing as well as commercial zoning exists along Main Street. He said that districts should be set up in the process.
City Attorney Bamburg voiced that efforts through the Chamber of Commerce did not get off the ground due to lack of funding among other things.
Chairman Elliott asked for volunteers for the Main Street Revitalization Committee. Commissioners Foster and Brannen volunteered from the Planning Commission, Mr. Bart Gray Jr. volunteered
to serve as a citizen at large. Mrs. Leslie Belden who has been placed before the City Council to fill a position on the Planning Commission was present for the meeting and volunteered
her services on the committee. Chairman Elliott suggested that Mrs. Rona Scott and Phi1 Sullivan from the Economic Development Department be asked to serve as well as Diana Gunlock
from the Chamber of Commerce and Jerry Halsell, Industrial Specialist. It was suggested that a member of the City Council also be asked to serve on the "Main Street Revitalization
Committee".
