REGULAR PLANNING COMMISSION
MEETING APRIL 11, 1994
7:00 P.M. - 7:50 P.M.
OPENING REMARKS:
ROLL CALL:
Commissioners: Rudy Reid, Connie Foster, Jim Dornblaser, Art
Brannen, Tad Green, Leslie Belden, Jack Patton answered ROLL CALL.
Lester Piggee was absent. Chairman Elliott declared a quorum.
PRESENT EIGHT (8), ABSENT (1).
Others in attendance for the meeting were City Attorney Robert E.
Bamburg, City Engineer Duane Reel, Deputy City Clerk Susan Goings,
Engineering Computer Technician Mylissa Founds, Petitioners, and
interested citizens.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Brannen moved, seconded by Commissioner Dornblaser
that the minutes of the March 14, 1994 Regular Planning Commission
Meeting be APPROVED. MOTION CARRIED.
REQUEST TO SET UP PUBLIC HEARINGS: Chairman Elliott noted that
there has been no request to set a public hearing.
REQUEST TO APPROVE BUILDING PERMITS: Chairman Elliott noted that
there were no requests to approve building permits.
REQUEST TO APPROVE PLATS: a. Preliminary Plat/Pinewood
Subdivision Phase I
City Engineer Duane Reel related that the property is located on
both sides of Foxwood Drive east of Northeastern and is zoned R-5.
He related that Mr. Jim Green purchased the property and desires
to develop the land for single-family residential lots. He then
related that the lots are sizable adding Mr. Greens intention to
pursue to final plat stage.
Mr. Green responded to a question posed by Commissioner Belden as
to the size of the lots. He stated that lot 6F or 7F were possibly
going to be the location for a home he intends to build for
himself.
It was then related by Mr. Green that the whole development is
located inside the flood plain.
City Engineer Reel related that the amount of filling needed would
not be much more than normally required in pier and beam type of
construction in order to bring finished floor elevations one foot
above the hundred-year flood as required by the City.

He speculated that a three-foot elevation would exist on the South
while a two and one half foot elevation will exist on the North
side of the development.
Commissioner Belden stated that she walked the property after the
recent rains and observed no standing water.
Commissioner Dornblaser moved, seconded by Commissioner Green to
APPROVE the Preliminary Plat of Pinewood Subdivision Phase I as
submitted. MOTION CARRIED.
b. Preliminary Plat/Clove Ridge Subdivision Tract āCā
Chairman Elliott related that Mr. Tommy Dupree, petitioner of the
next item of business has requested that the item be deferred
until the next regularly scheduled Planning Commission Meeting
pending his negotiations with the Wastewater Utility.
UPDATE: MAIN STREET REVITALIZATION
Chairman Elliott related that an organizational meeting will be
held on April 19, 1994. He related that the current members of the
committee consist of the following:
Connie Foster Planning Commission
Art Brannen Planning Commission
Leslie Belden Planning Commission
Bart Gray, Jr. At Large Representative
Martha Yagos Chamber Representative
Larry Wilson City Council Representative
Phil Sullivan Director Economic Development
Rona Scott Asst. Director Economic
Develop.
Richard MaGee Metroplan Director of Planning
He related that he has not been able to contact Mr. Mike Abdin,
but plans to do in the next few days. He asked if there would be
any conflict in schedule with a Tuesday April 19th meeting. He
related that Main Street Arkansas stated that they would like to
be involved and have there input for consideration.
Commissioner Dornblaser stated that while currently we are looking
at Main Street the focus should include all of Jacksonville. He
related that zoning restrictions such as on North First is a
typical example. He related concern over the problem with having
to cut the top off the magnolia trees due to the power lines.

He suggested underground lines in order to save the magnolia
trees.
City Engineer Reel related that with the planned widening along
North First the magnolia trees are to be removed, he then added
that the trees were found to be diseased when inspected by the
Highway Department who determined that only one of the magnolia
trees toward the south end could survive being transplanted.
Chairman Elliott related that once the committee is established
expanding the scope may become an option for evaluation.
City Engineer Reel related that Susan Dollar from Metroplan has
expressed desire to attend the meetings.
