0073 ORDINANCE NO. 73 AN ORDINANCE PROVIDING FOR THE ESTABLISHMENT OF A 1VJRICIPAL COURT IN THE CTTT OF JACKSONVILLE, ARKANSAS, PROVIDING FOR TER APPOINTMENT OF TEE JUDGE THEREOF, FOR TEE ELECTION OF SUCH Juts& AT kuwURE ELECTIONS AND FOR OTHER PURPOSES. BE 1T ORDAINED BY THE CITY COUNCIL OF TBE CITY OF JACKSONVILLE, ARKANSAS* SECTION 1. That there is hereby created end establlahed in the City of Jaoknouvi.11e, Arkansas, a Corporation Court to be styled the "Municipal Court of the City of Jacksonville, Arkansan," which shall be presided over by a Municipal Judge to be elected by tho qualified electors of the City of Jacksonville, Arkansas, at the neat regular General Election and who shall hold office for a period of four yoera or until his suooesaor is duly elected and qualified; and provided farther, that upon establishing a Munioipal Court hereunder, the City Council shall °lout a Manioipal Judge to serve until the next regular General Election. SECTION 2. The judge of the Muaioipel Court shall be at least 25 years of age, of good moral oharaater, learned in the law, of two years residence in the State, an elector of the City of Jacksonville, and shall be an attorney at lam in good standing and shall have practiced law at least six (6) yearn. SECTION 3. The salary of the Municipal Judge shall be net by the City Council and shall conform to the laws of the State of Arkansas. SECTION L,. The l&snieipal Judge shall make such rules end operate and conduct his court as per– mitted by the Statute, and in conformity with the administration of justice, and the jurisdiotlon of said court shall be provided by the laws of the State of Arkansas. SECTION 5. The Judge of the Muniol it Court may appoint a clerk for the Court, subject to the approval of the City Council, and the salary. duties and performance of such clerk shall be set by the City Council and shall be in a000rdeme with the lawn of the State of Arkansas. Until the appointment of such clerk, and his approval by the City Cannon, the Munioipel Judge shall perform all duties required of such Municipal Court Clerk. SECTION 6. It is the purpose of this ordinance to create a Manioipal Court in the City or Jackson- ville, under the provisions of law applioablo thereto, and ell'ordinanoes of parts of ordinances in conflict herewith ere hereby repealed. SECTION 7. Should any word, paragraph, or sootion of this Ordinance be hold unconstitutional, it shall no effect the validity of the remainder of this Ordinance. SECTION H. It is necessary to the health and welfare of the citizens of the City of Jacksonville • that an emergency be declared to exist and that this Ordinance shall bake effect and be in full farce from end after ita passage. ^q ` PASSED AND APPROVED THIS 16th OF May _1956.
