REGULAR PLANNING COMMISSION MEETING
September 14, 1992
7:00 P.M. - 7:30 P.M.
OPENING REMARKS: Chairman Kenny Elliott opened the meeting and
requested ROLL CALL.
ROLL CALL:
Commissioners: Jim Dornblaser, Art Brannen, Tad Green, Lester
Piggee, Paul Payne, Bart Gray Jr., and Jack Patton were present.
Commissioner Jim Davis was absent due to illness. Chairman
Elliott also answered ROLL CALL and declared a quorum. PRESENT
eight (8) . ABSENT (1).
Others in attendance for the meeting were City Engineer Duane
Reel, Receptionist/Computer Technician of the Engineering Depart-
ment Mylissa Founds, Deputy Clerk Susan Goings, petitioners and
interested citizens.
APPROVAL AND/OR CORRECTION OF MINUTES:
Regular Planning Commission Meeting of July 13, 1992
Commissioner Brannen moved, seconded by Commissioner Dornblaser
that the minutes of the July 13, 1992 Planning Commission Meeting
be APPROVED. MOTION CARRIED.
No meeting was held in the month of August due to the fact that
nothing was submitted to the Chairman or Secretary of the Plan-
ning Commission for action.
REQUESTS TO SET UP PUBLIC HEARINGS:
No requests were submitted.
REQUESTS TO APPROVE BUILDING PERMITS:
No requests were submitted.
Request TO APPROVE PLATS:
a. Preliminary Plat/Tara Mount Subdivision
Chairman Elliott recognized City Engineer Duane Real to address
the item of business.
City Engineer Reel related that a Sketch Plat of the Tara Mount
Subdivision was filed approximately 2 years ago with basically the
same geometry. He suggested that front lot building lines
proposed to be 30 feet, be changed to 35 feet, relating that
culdesacs were cut down to 25’ building lines. He said that the
15’ side yard lines on corner lots presented no problems with the
condition that no house would face the 15’ side yard lines. He
pointed out that if a house faces the side yard line, the 35’
setback would have to be met.

City Engineer Reel stated that with these changes the Sketch Plat
was acceptable, adding that this plat is not located in the flood
Plain.
Commissioner Brannen moved, seconded by Commissioner Piggee to
Approve the Preliminary Plat of TARA MOUNT SUBDIVISION, LOTS 88-
97, with changes as suggested by City Engineer Reel. MOTION
CARRIED
b. Sketch Plat/Northlake Subdivision Phase VI
Chairman Elliott related that this particular phase of Northlake
Subdivision was outside the City Limits but still within the
City’s planning jurisdiction.
City Engineer Reel related that the only access into this proper-
ty is at the south boundary line of Deerwood Subdivision, stating
that there is a proposed tie in on Fawnwood Drive, which exits
from Northlake Subdivision and would require a large amount of
development going east. He further related that the proposed
plat would add 78 lots, which would result in 156 more cars
needing access in and out of the Deerwood area.
Chairman Elliott made note of safety in the event of a catastro-
phe with onlt one access in case of a street closing.
Commissioner Gray proposed a voluntary annexation into the City
of Jacksonville.
City Engineer Reel stated that utilities would be Gravel Ridge
sewer and North Little Rock water.
A short discussion followed concerning the amount of time it
would take to develop the access to Fawnwood Drive.
Commissioner Gray stated that he felt it would be a disservice to
allow development of the property without at least two accesses,
which should be developed at the same time along with voluntary
annexation to the city.
Commissioner Gray moved, seconded by Commissioner Dornblaser to
Approve the Sketch Plat with the stipulation of providing access
through North Lake and Fears Lake with voluntary annexation into
the City of Jacksonville under R-1 zoning. MOTION CARRIED

NON-AGENDA ITEM:
A short discussion ensued with regard to the possibility of
changes being made with regard to F-1 zoning.
City Engineer Reel related that it would be an expensive under-
taking to have changes, which he said need to be made in the F-1
zoning within the city limits, pointing out that with drainage
improvements flood zones have been altered.
City Attorney Robert Bamburg noted that the changes would have to
be made by the City Council with passage of an Ordinance.

Commissioner Piggee moved, seconded by Commissioner Dornblaser
that the meeting adjourn at approximately 7:36 p.m.
