CITY OF JACKSONVILLE, ARKANSAS
REGULAR PLANNING COMMISSION MEETING
JUNE 8, 1992
7:02 P.M. – 7:25 P.M.
OPENING REMARKS: Chairman Kenny Elliott opened the meeting and
requested ROLL CALL.
ROLL CALL:
Commissioners: James Davis, Art Brannen, Tad Green, Lester
Piggee, Paul Payne and Frank Dowd and Chairman Kenny Elliott were
present. Absent were Bart Gray Jr., and Jim Dornblaser. PRESENT
seven (7). ABSENT (2). Chairman Elliott declared a quorum.
Others in attendance for the meeting were City Attorney Robert
Bamburg, City Engineer Duane Reel, Receptionist/Computer Techni-
cian of the Engineering Department Mylissa Founds, Deputy Clerk
Susan Goings, petitioners and interested citizens.
APPROVAL AND OR CORRECTION OF MINUTES:
Regular Planning Commission Meeting of May 11, 1992
Commissioner Brannen moved, seconded by Commissioner Piggee that
the minutes of the May 11, 1992 Planning Commission Meeting be
APPROVED with a correction on page 3 underlined as follows:
"Commissioner Piggee moved, seconded by Commissioner James Davis,
that the request of Mr. Tommy Dupree to rezone an approximate
five acre plot from R-1 to R-4 be APPROVED contingent upon sub-
mission of a Preliminary Plat being submitted to the Planning
Commission and recommended to the City Council. MOTION CARRIED.
REQUESTS TO SET PUBLIC HEARINGS: No requests were submitted.
REQUEST TO APPROVE BUILDING PERMITS:
a. McArthur Drive Assembly of God Church building permit request
for the property located at 1904 McArthur drive.
Chairman Elliott recognized City Engineer Duane Reel to address
the Commission.
City Engineer Reel related that the McArthur Drive Assembly of
God Church proposed to add a sanctuary, adding that the plans
meet with all the setback requirements.
Commissioner Davis moved, seconded by Commissioner Payne to
APPROVE the building permit request by McArthur Assembly of God
Church. 1904 McArthur Drive, as presented. Motion Carried.

b. Denny Ward Used Cars, Gen. Loc. North Bailey and Hwy 67-167.
City Engineer Duane Reel related that Mr. Ward proposed to bring
in a prefabricated building to be used as an office. He further
related that Code Enforcement Officer Wayne Cox informed Mr. Ward
of the need to meet all construction standards of a commercial
building adding that the petitioner requested two driveways, one
off North Bailey and one off T.P. White Drive.
Commissioner green moved, seconded by Commissioner Payne to AP-
PROVE the request of Mr. Denny Ward for a building permit. MOTION
CARRIED.
DEVIATION IN AGENDA:
Commissioner Dowd moved, seconded by Commissioner Davis to place
on the agenda one additional building permit request by Alvin and
Erica Johnson for construction of a building at the corner of
1007 Redmond Road and one additional request by Glen Davidson for
a Preliminary Plat for construction at 515 E, F, G, and H South
James Street. MOTION CARRIED
BUILDING PERMIT REQUEST: ALVIN & ERICA JOHNSON
Chairman Elliott recognized the petitioner Alvin and Erica John-
son giving the general location to be the corner of 1007 Redmond
Road.
City Engineer Duane Reel related that all utilities are there
but that a foundation and cross sketch drawing would be needed
from the petitioner.
Chairman Elliott said that zoning requirements are met as well
as setbacks.
Commissioner Piggee moved, seconded by Commissioner Art Brannen
to APPROVE the building permit request of Alvin and Erica Johnson
for construction at the corner of 1007 Redmond Road pending
receipt of the additional information, stated above, requested by
the City Engineer. MOTION CARRIED
Chairman Elliott recognized the petitioner, Glen Davidson,
giving the general location of the constriction on South James
Street.
City Engineer Duane Reel related that Mr. Davidson wants to
extend the existing building with a metal building which will
require a four hour fire wall and related that the petitioner is
also requesting a waiver for one parking space.

Commissioner Davis moved, seconded by Commissioner Piggee to
APPROVE the building permit request to Mr. Glen Davidson for
construction at 515 E, F, G, and H South James Street. MOTION
CARRIED.
RESUME AGENDA:
REQUEST TO APPROVE PLATS:
Preliminary Plat of Foxwood Subdivision Phase IX.
Chairman Elliott noted that a revised plat was made available to
the Commissioners and asked Mr. Lemons to explain what those
revisions were.
Mr. Lemons expressed that the only changes were street names and
lines adjusted in relation to the adjacent lots.
After further discussion concerning the thirty-five foot setback
on the culdesac being reduced to twenty-five and the addition of
a curb in the ninety degree turn, the following motion was made.
Commissioner Payne moved, seconded by Commissioner Brannen to
APPROVE the Preliminary Plat as presented. MOTION CARRIED
ADJOURNMENT:
Chairman Elliott adjourned the meeting at approximately 7:25 p.m.
