92 JULY 13.docCITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING July 13, 1992 7:00 P.M. – 7:30 P.M. OPENING REMARKS: Chairman Kenny Elliott opened the meeting and requested ROLL CALL. ROLL CALL: Commissioners: James Davis, Jim Dornblaser, Art Brannen, Lester Piggee, Bart Gray Jr., and Jack Patton were present. Commis- sioner Tad Green and Paul Payne were absent. Chairman Elliott also answered ROLL CALL and declared a quorum. PRESENT seven (7). ABSENT (2). Others in attendance for the meeting were Receptionist/Computer Technician of the Engineering Department Mylissa Founds, Code Enforcement Officer Wayne Cox, Deputy Clerk Susan Goings, peti-tioners and interested citizens. APPROVAL AND/OR CORRECTION OF MINUTES: Regular Planning Commission Meeting of June 8, 1992 Commissioner Davis moved, seconded by Commissioner Dornblaser that the minutes of the June 8, 1992 Planning Commission Meeting be APPROVED. MOTION CARRIED. REQUESTS TO SET UP PUBLIC HEARING5: No requests were submitted. REQUESTS TO APPROVE BUILDING PERMITS: Fab-Kote Inc., 2301 Redmond Road. Code Enforcement Officer Wayne Cox voiced that there is no prob-lem with the request as far as the city is concerned. Commissioner Gray moved, seconded by Commissioner Piggee to approve as presented by FabKote Inc. ADDITION TO THE AGENDA: Building Permit / Oxford Inn located on South First Street Chairman Elliott noted that the request before the Commission is for an addition to the present structure. Commissioner Brannen requested that items come to the Commission earlier giving more time for study by the members. Code Enforcement Officer Wayne Cox pointed out that the request was not presented to the Engineering Department and that present-ly he could see no problems, adding that it would have to meet with all city requirements before a building permit could be issued. Mr. Tim Lemons, representing the petitioner, remarked that there are twenty-five parking spaces, one above the Jacksonville Munic-ipal Code requirement. Commissioner Gray moved, seconded by Commissioner Davis that a building permit request by Oxford Inn be APPROVED as presented subject to all building requirements being met to the satisfac-tion of the Engineering Department. MOTION CARRIED. REQUEST TO APPROVE PLATS: a. Arkansas Federal Credit Union Chairman Elliott voiced that the property owned by the Credit Union is being platted into a one lot subdivision. Commissioner Davis moved, seconded by Commissioner Dornblaser to accept the Final Plat of the Arkansas Federal Credit Union prop-erties (one lot subdivision) located at 2424 Marshall Road. MOTION CARRIED b. Revised Preliminary Plat FOXWOOD SUBDIVISION PHASE IX Chairman Elliott recognized Mr. Lemons who represented the item of business. He stated that lots 406 thru 415 have been added to the original Preliminary Plat. It was pointed out that some of the lots are in the flood zone and will require flood insurance. Commissioner Davis moved, seconded by Commissioner Piggee that the Revised Preliminary Plat of Foxwood Subdivision Phase IX be APPROVED with the same stipulations approved in the original preliminary plat. MOTION CARRIED. Tara Mount Sketch Plat Commissioner Gray moved, seconded by Commissioner Davis to place the SKETCH PLAT OF TARA MOUNT SUBDIVISION on the Agenda. MOTION CARRIED. Mr. Lemons explained that this is the last phase of Tara Mount Subdivision and that Tara Mount Drive and Delta Court are com-pleted in the development of ten lots. Commissioner Gray moved, seconded by Commissioner Davis that the SKETCH PLAT OF TARA MOUNT be APPROVED as presented. MOTION CARRIED. A short discussion ensued regarding items presented to the Plan-ning Commission in a timely fashion. Commissioner Gray explained the reason for allowing building permits to be considered as an open item; that being the waiting period of a month, before a building permit can be issued from the Engineering Department in instances where a metes and bounds legal description is concerned, in the event the permit is needed after the cut-off date of the agenda. He further ex-plained that this could hinder industrial development within the city.
