OPENING REMARKS: Acting Chairman Kenny Elliott opened the meet-ing and expressed appreciation for those in attendance.
ROLL CALL:
Commissioners: Goodsell, Payne, Dornblaser, Davis and Piggee were present. PRESENT five (5). ASSENT (3). Acting Chairman Elliott declared a quorum..
Others present for the meeting were Code Enforcement Officer John New, Mylissa Founds of the Engineering Department, petitioners and interested citizens. The press was not present for
the meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Regular Planning Commission Meeting of August 12, 1991
Commissioner Piggee moved, seconded by Commissioner Goodsell that the minutes of the August 12, 1991 Planning Commission Meeting be APPROVED. MOTION CARRIED.
REQUESTS TO SET UP PUBLIC HEARINGS:
The parcels legally described below are requested to be rezoned from R1 and R4 to C1.
1118 North First Street (from R1 to C1)
PARCEL 1:
PROPERTY AT 1118 NORTH FIRST STREET
LEGAL DESCRIPTION: Part of the Southeast Quarter (SE1/4) of the Northeast Quarter (NE1/4) of Section 19, Township 3 North, Range 10 West, Pulaski County, Arkansas. being more particularly

Beginning at the NE Corner of said SE 1/4, thence West 430 feet; thence South 100 feet; thence East 430 feet; thence North 100 feet to the point of beginning.
PARCEL 3:
PROPERTY AT 1300 NORTH FIRST STREET (to rezone from R4 to C1) LEGAL DESCRIPTION:
Part of the NE 1/4 of NE 1/4 of Section 19, Township 3 North, Range 10 Vest, Pulaski County, Arkansas, more particularly described as follows:
Beginning 30' West of the SE Corner of the said NE 1/4 of the NE 1/4 of Section 19, Township 3 North, Range 10 West, then 917.9 feet West; then 330.64 feet East 30D North; then 728.88
feet East; then 288.3 feet to the point of beginning.
The request to rezone the parcels from R1 to C1, will be heard at the Regular Planning Commission Meeting scheduled for October 14, 1991. 7:30 p.m. at City Hall, # 1 industrial Drive,
Jacksonville, Arkansas.
A map was presented to the commission which showed the properties along Highway 161 which adjoin each other as legally described above. A short discussion ensued after which the following
action was taken by the Planning Commission.
Commissioner Piggee moved, seconded by Commissioner Goodsell that a public hearing be set for 7:30 p.m. at the next regular meeting of the Planning Commission scheduled for October 14,
1991. All three parcels are to be considered at said hearing. MOTION CARRIED.
REQUESTS TO APPROVE BUILDING PERMITS: No requests were submit-
ted.
REQUEST TO APPROVE REPLATS: Lots 8A, 9A, 10A & 10B Eastview Addition Phase V being a replat of Lots 8, 9 & 10 Eastview Addn. Phase V / Band Kinman LTD.
As a map was viewed by the Commission, Code Enforcement Officer John New explained that the replat is requested to bring the setbacks into conformance with city codes.

Commissioner Dornblaser moved, seconded by Commissioner Piggee that the Replat of Lots 8A, 9A, 10A & 10B Eastview Addition Phase V be replated as submitted. MOTION CARRIED.

Commissioner Goodsell moved, seconded by Commissioner Dornblaser that the meeting adjourn at approximately 7:40 p.m.
