OPENING REMARKS: Chairman Bart Gray Jr. opened the meeting and expressed appreciation for those in attendance. ROLL CALL: Commissioners: Elliott, Goodsell, Belden, Payne, Dornblaser, Gray, Piggee, Davis and Herbold were present. PRESENT nine (9). ABSENT (0). Others present for the meeting were City Engineer Duane Reel, Code Enforcement Officer John New, Mylissa Founds of the Engineering Department, petitioners and interested citizens. The press was not present for the meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Regular Planning Commission Meeting of February 11, 1991 Commissioner Belden moved, seconded by Commissioner Piggee that the minutes of the February 11, 1991 Regular Planning Commission Meeting be APPROVED with a date correction made on pate one, paragraph four; correct date Jan. 14, 1991. MOTION CARRIED. REQUESTS TO SET UP PUBLIC HEARINGS: No requests were submitted. REQUESTS T0 APPROVE BUILDING PERMITS: a. Petitioner: Proposed Hampton Inn (located on Parrish Street) As the commission viewed the plans for Hampton Inn construction, City Engineer Reel voiced that the developer desires approval of the plan as submitted so they can start the development. He said that a full set of plans still have to be submitted due to Health Department and Fire Department requirements. He said they have agreed to complete the street as shown in the layout to serve their area. Mr. Reel pointed out that a representative regarding the request was not able to attend and that any questions the Commission might have could be responded to by letter. He related that all criteria of the city is met with regard to clearances and parking areas. There was a short discussion regarding opening Parrish Street up from John Harden Drive to Bailey Street. City Engineer Reel said that the Council has agreed to close 120 feet of Parrish Street on the east of Bailey Street. CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING March 11, 1992 7:30 P.M. - 7:55 P.M. City Engineer Reel said that the right of way would be built to city specifications and that the city will eventually maintain that part which is dedicated for maintenance. He said that he did not think the closing of the street has been finalized by the City Council. A short discussion ensued and the consensus was that the City Council would set the Public Hearing for the closing of the street upon a recommendation from the Planning Commission. Commissioner Belden moved, seconded by Commissioner Elliott that the building permit request for the Hampton Inn be APPROVED as proposed. MOTION CARRIED. Commissioner Belden moved, seconded by Commissioner Piggee that the Planning Commission recommend that a public hearing be set to close a 220 foot street easement known as Parrish Street on the east side of Bailey Street. MOTION CARRIED. ADDITION TO THE AGENDA: A BUILDING PERMIT REQUEST to construct a single family residence at 320 Ray Rd. was submitted by Mr. and Mrs. Brannon Hammond. A sketch showing the layout of the lot and the proposed construction of a single family residence on a seventy-five by one hundred foot lot with a thirty foot pipe stem giving access to Ray Rd. was presented by Mr. & Mrs. Hammonds. City Engineer Reel said that the only question by the city is regarding sewer service, pointing out that results regarding the service would be available from the Wastewater Utility the following day. There was a lengthy discussion regarding the ownership of the property, the rule governing the subdividing of a parcel of property under five acres and adjacent property owners. Commissioner Elliott moved, seconded by Commissioner Piggee that the building permit be approved contingent upon a final plat being submitted as Lot 1 & 2 and that the sewer utility meet all requirements of the Wastewater Utility. MOTION CARRIED. It was requested that the final plat of the two lots be submitted at the next Planning Commission Meeting. ADJOURNMENT Chairman Gray adjourned the meeting at approximately 7:55 p.m..
