REGULAR PLANNING COMMISSION MEETING
July 8, 1991
7:30 P.M. - 8:20 P. M.
OPENING REMARKS: Chairman Bart Gray Jr. opened the meeting and
expressed appreciation for those in attendance.
ROLL CALL:
Commissioners: Elliott, Payne, Piggee, Gray and Belden were
present. PRESENT five (5). ABSENT (4). Chairman Gray declared a
quorum.
Others present for the meeting were City Attorney Robert Bamburg,
City Engineer Duane Reel, petitioners and interested citizens.
The press was not present for the meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Regular Planning Commission Meeting of June 10, 1991
Commissioner Elliott moved, seconded by Commissioner Belden that
the minutes of the June 10, 1991 Planning Commission Meeting be
APPROVED. MOTION CARRIED.
REQUESTS TO SET UP PUBLIC HEARINGS:
No requests were submitted.
REQUESTS TO APPROVE BUILDING ERMITS:
No requests were submitted.
REQUEST TO APPROVE PLAT: FINAL PLAT / STONEWALL SUBDIVISION
PHASE IV E, Petitioner: Jim Green
Mr. Green requested that the Planning Commission approve the
Final Plat contingent upon letters approving utilities from the
Sewer and Water Commissions. He pointed out that the meeting of
the Sewer Commission had been postponed until July 22, 1991. He
said that Mr. Dick Morris has related that there are no problems
with the phase and that he plans to recommend approval of Phase
IV E. He related that the fourth of July had interfered with
the Water Commission Meeting thus delaying their approval of the
water service.
It was pointed out by City Engineer Reel that the street is in
good shape and that one street light is in place as requested.
The petitioner related that there was no variance from the Pre-
liminary Plat layout with Phase IV e of the proposed subdivi-
sion.
Commissioner Elliott pointed out that at the time the Preliminary
Plat was approved, the commission stipulated that the Final Plat
would be contingent upon contract letting for the signals at
Martin Street and Hwy 161 North.

It was pointed out that letters from the Water and Sewer Utili-
ties would probably be submitted to the City Engineer before the
next City Council Meeting scheduled for July 18, 1991.
Commissioner Elliott moved, seconded by Commissioner Belden that
the FINAL FLAT PHASE IV E, STONEWALL SUBDIVISION, be submitted to
the City Council for APPROVAL with the stipulation that letters
of acceptance from the Water arid Sewer Commissions be on file in
the office of the City Engineer before said APPROVAL. MOTION
CARRIED.
City Engineer Reel voiced that the bids have been let and that
construction has begun; that storm drainage work will begin July
th
9. He added that the projected date of completion is January
2, 1992.
DISCUSSION: PROPOSED LAND USE PLAN
Chairman Gray recognized Mr. Richard McGee, a representative
from Metroplan.
There was a lengthy discussion regarding revisions to the pro-
posed land use plan as presented to the Planning Commission at
the June 10, 1991 meeting. The following are suggestions of
areas for commercial use to be incorporated into the plan;
(1) on the east side of Hwy 67/167, from Coffelt Rd. south
quarter of a mile, approximately 200 feet wide
(2) on both sides of Hwy 161 from Military Rd. south to the
south intersection of Cloverdale Rd. in the area of Grasby’s
Machine Works
(3) on the north side of Ray Rd., the west side of Stevenson St.
and south of South Towering Oaks Drive/removed
(4) on the north side of Madden Rd. east of Northeastern Street
which is all residential/ removed
(5)at the intersection of General Samuels & Harris Rd.
(6) on the south side of Main Street at its intersection with
Harris Rd.
(7) on the west side of James Street between James and Jeff
Davis in the area of Charles Rea's Insurance Agency.
Mr. McGee said that revisions to the plan will be made and sub-
mitted to the Planning Commission at their July meeting.
