REGULAR PLANNING COMMISSION MEETING
FEBRUARY 11, 2002
7:00 P.M. – 7:20 P.M.
OPENING REMARKS:
Chairman Brannen opened the meeting at approximately 7:00 p.m.
expressing appreciation for those in attendance.
ROLL CALL: Commissioners: Susan Dollar, Chad Young, Bobby Lester,
Glen Keaton, and William Montgomery answered ROLL CALL. Vice Chairman
Perry also answered ROLL CALL. PRESENT five (5), ABSENT (0).
Others present for the meeting were City Engineer Whisker, Aldermen
Stroud, members of the press, interested citizens, and petitioners.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Lester moved, seconded by Commissioner Young that the
minutes of the 14 January 2002 Regular Planning Commission meeting be
APPROVED. MOTION CARRIED.
PUBLIC HEARING(S):
BUILDING PERMIT(S):
REQUEST TO APPROVE PLAT(S): a. FINAL PLAT Bridge Creek Farms, Block
31B, Lots 1 – 4
Mr. David Jones of Marlar Engineering Company presented revised copies
of the final plat, saying the request will allow the owner to
subdivide 14 acres into four lots for development.
In response to a question from Commissioner Keaton, Mr. Jones related
that the easement was an un-labeled easement on the former plan that
will not affect the property or the development.
In response to a question posed by Commissioner Montgomery, Mr. Jones
related that drainage for the property would go toward the rear at
lots 3 and 4 to Leopard Creek coming from a ditch beginning at Bridge
Creek Road.
It was noted that the subdivision is located off Batesville Pike.
Discussion ensued and City Engineer Whisker stated that the plat meets
subdivision regulations with the exception of building lines, which is
25’ instead of the 35’ standard, adding that it is common in culdesac
areas to be reduced to 25 foot. He then pointed out that the
development would have to meet with Pulaski County road standards,
which is 6”, a 20’ section with 4’ gravel shoulders. He related that
the only exception would be if the County considered the development
to be urban, which would then require curb and gutter.
Mr. Jones stated that the County is requiring the same standard road
currently in the area which is 20’ payment and 4’ shoulders. He
stated that the County is not asking for curb and gutter.

In response to a question posed by Commissioner Dollar, City Engineer
Whisker related that developments with less than 20 lots are exempt
from sidewalk requirements.
Discussion ensued regarding zones A and C for lot 1 and City Engineer
Whisker related that the developer plans to build 2’ above for BFE
structures.
Mr. Jones related that new information from FEMA is that they are
going to start requiring 2’ above the 100-year flood plain. He then
pointed out that lots 2, 3 and 4 are under the 100-year flood plain
elevation, but the floor elevations of the houses will still be built
2’ above.
Commissioner Lester moved, seconded by Commissioner Dollar to approve
the FINAL PLAT contingent on Pulaski County’s approval. MOTION
CARRIED.
b. REPLAT Bomber Base Addition Lots 16, 17, & 18, Block 6
City Engineer Whisker related that he had approved the replat
explaining that the petitioner had replatted three lots into one to
provide for the replacement of a single-wide manufactured home with a
double-wide and did not want to cross any lot lines.
GENERAL: City Engineer Whisker presented aerial photos of the
annexation for First Electric and noted that in order to provide
Police, Fire and Ambulance services the remainder of Loop Road was
included in the annexation, which he added is the reason the parcel
north of Graham and Loop Road is also being annexed. He noted the
exception in the annexation is Murrell Taylor Elementary School. He
related that he has gotten all necessary signatures except the owner
of the property at Graham and Loop Road who has the petition and has
every intention of signing but is currently out of town. He asked
that the Planning Commission recommend the annexation to the City
Council at its first availability after all signatures are obtained.
He related that the zonings are listed on the map, saying that he had
spoke with the property owners regarding the zonings. He related that
annexation zonings is a study and a hearing held by the Planning
Commission and then approved through City Council. He related that
the R-7 property owner related he would like the option to reestablish
a trailer park on his property.
He then noted that the corner of Loop and Military Road is C-1 and
that the owner wanted to leave it open as C-1. He stated that owner
had indicated that he could possibly sell for apartments and would
want it switched if in the interim he had it sold. He pointed out
that First Electric is currently zoned C-1 on North First Street.

Commissioner Lester moved, seconded by Commissioner Young to suspend
the rules and place the annexation item on the agenda. MOTION
CARRIED.
Commissioner Dollar moved, seconded by Commissioner Montgomery to
recommend to the City Council that a petition for Southeast annexation
be filed when signatures are obtained. MOTION CARRIED.
ADJOURNMENT:
Vice Chairman Perry without objection adjourned the meeting at
approximately 7:20 p.m.
