REGULAR PLANNING COMMISSION MEETING
AUGUST 13, 2001
7:00 P.M. – 7:19 P.M.
OPENING REMARKS:
Chairman Brannen opened the meeting at approximately 7:00 p.m.
expressing appreciation for those in attendance and requested roll
call.
ROLL CALL: Commissioners: Susan Dollar, Bobby Lester, Glen Keaton, and
John Hardwick answered ROLL CALL. Chairman Brannen also answered ROLL
CALL. PRESENT five (5), ABSENT (3).
Others present for the meeting were City Engineer Whisker, Mr. Tommy
Bond, Mr. Robert Brown of Colson Oil, Reporter Rick Kron, interested
citizens, and petitioners.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Lester moved, seconded by Commissioner Keaton that the
minutes of the 9 July 2001 Regular Planning Commission meeting be
APPROVED, amending the roll call count. MOTION CARRIED.
PUBLIC HEARING(S): a. REZONING 1015 Ray Road from C-2 to C-3
Chairman Brannen opened the public hearing at approximately 7:02 p.m.
Mr. Green representative for Mount Pisgah Baptist Church of 1015 Ray
Road related the request to rezone from C-2 to C-3 the building
adjacent to the church. He explained that the church is planning to
expand its facility by constructing a sanctuary that would annex onto
the existing sanctuary. He related that currently the building is not
being used and the church would like to allow the use of the building
to be used as an Auto Detail Shop.
Chairman Brannen closed the public hearing at approximately 7:04 pm.
Commissioner Hardwick explained that a conditional use would be more
appropriate regarding the request because of future consideration
regarding use of the property.
City Clerk Susan Davitt stated that the request was advertised as a
rezoning or conditional use.
Discussion ensued and it was noted that the proposed use of an Auto
Detail Shop would fit the requirements of a C-2 conditional use.
In response to a question posed by Commissioner Hardwick, Mr. Green
related that it is hoped the building would be ready in approximately
two-years.
Commissioner Hardwick moved, seconded by Commissioner Lester to grant
Mount Pisgah Baptist Church a conditional use of an Auto Detail Shop
in the C-2 zoned property located at 1015 Ray Road for a period not to
exceed three-years. MOTION CARRIED.

b. REZONING 109 Dennis Lane from R-1 to C-2
Chairman Brannen opened the public hearing at approximately 7:08 p.m.
Mr. Dennis Callahan related that he is the owner of CPR Electronic
Services.
With no one to speak in opposition, Chairman Brannen closed the public
hearing at approximately 7:09 p.m.
Discussion ensued and it was noted that the property is the first
house on the left following a vacant lot adjacent to Hwy 161.
Mr. Callahan noted that the only property located closer to the
Highway is a house located across the street, which is condemned. He
then answered that he would like to relocate his repair shop from
North Little Rock and establish permanent change of business address
to 109 Dennis Lane for the purpose of remaining competitive in his
field. He explained that the rent for the current North Little Rock
business address is considerably higher, adding that it is not a
desirable location.
In response to a question from Commissioner Dollar, Mr. Callahan
related that the hours of operation would be 8:30 a.m. to 6:00 p.m.
Monday thru Friday.
He then explained that he picks up most of the work to be completed in
the shop pointing out that the business would not generate a lot of
traffic to the business address. He estimated three walk-in customers
per day.
Discussion ensued as to the location of the proposed business in
regard to the condemned house and the highway. Mr. Callahan stated
that the lot is 75’ wide.
Discussion ensued regarding the business classification regarding the
zoning and City Engineer Whisker related that it would require a C-2
zoning or a conditional use in a C-1 zoning.
It was the general consensus of the Planning Commission to ask the
petitioner to request a conditional use under a C-1 rezoning.
Mr. Callahan explained time requirements for advertising the new
business address in the yellow pages of the telephone book.
Discussion ensued and it was pointed out that if there were no
opposition to the C-2 rezoning request, then a conditional use of C-1
would probably receive no opposition as well.

Commissioner Hardwick moved, seconded by Commissioner Dollar to table
the rezoning request offering the petitioner an opportunity to
additionally request a conditional use under C-1 zoning. MOTION
CARRIED.
ANNEXATION UPDATED:
City Engineer Whisker related that he has received four out of five
signatures for the petition to annex.
