00 MAY 15.doc CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING MAY 15, 2000 7:00 P.M. - 7:16 P.M. OPENING REMARKS: Chairman Brannen opened the meeting at approximately 7:00 p.m. he expressed his apology for the lack of a quorum at the regularly scheduled May 8, 2000 meeting and requested roll call. ROLL CALL: Commissioners: Ken Nabors, Bill Corroum, Bart Gray, Lester Piggee, Dean Wilborn, and John Hardwick answered ROLL CALL. Chairman Brannen also answered ROLL CALL and declared a quorum. PRESENT six (6), ABSENT (0). Others present for the meeting were City Engineer Whisker, Former City Engineer Duane Reel, Mr. Jim Peacock, Patriot Reporter Peggy Koury, petitioners and interested citizens. APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Corroum moved, seconded by Commissioner Hardwick that the minutes of the 10 April 2000 Regular Planning Commission Meeting be APPROVED. MOTION CARRIED. Mr. Duane Reel introduced newly hired City Engineer James Whisker, he related that Mr. Whisker was previously employed by the Texas Highway Department, but is originally from Arkansas. City Engineer Whisker stated that he is glad to be back in Arkansas and is looking forward to his new position. PUBLIC HEARING(S) a. REZONING of 1510 Graham Road from C-2 to R-3 Chairman Brannen related that the item of business has been withdrawn by the petitioner. b. CONDITIONAL USE #1 Nixon Drive Chairman Brannen opened the public hearing at approximately 7:03 p.m. Mr. Jim Peacock related that the request is to accommodate the health care of his in-laws. He stated that they would like to place a 2200 square foot double-wide mobile home behind their home that would be utilized for their care until death. With no one to speak in opposition, Chairman Brannen closed the public hearing at approximately 7:05 p.m. In response to a question posed by Commissioner Piggee, Mr. Peacock related that his property consists of thirty-two acres. Commissioner Hardwick moved, seconded by Commissioner Wilborn to grant the mobile home conditional use at #1 Nixon Drive for as long a period of time deemed necessary. MOTION CARRIED. REQUEST TO APPROVE PLATS: REQUEST TO APPROVE BUILDING PERMITS: Lomanco Plant Expansion at 2101 West Campbell Drive with a rear yard setback variance. Mr. Barry Williams of Richburg & Rickett Engineers stated that he will be representing Lomanco. He related that the existing structure is within thirty-one feet to the rear property line, adding that it is requested that the new construction be allowed to continue in format to the same distance from the property line. Discussion ensued regarding the location of the office, Duane Reel stated that he did not see a problem in bring the construction into matching conformity. He then related that with the existing thirty-one feet to the property line he did not feel Fire Department equipment would have any problem navigating the area, adding that Fire Marshall Charlie Pope will review building permit plans prior to being issued. It was concluded that Pathfinder is the owner of the property directly behind the Lomanco property. Commissioner Piggee moved, seconded by Commissioner Nabors to grant the building permit and setback waiver be granted. MOTION CARRIED. REQUEST/STREET OR ALLEY CLOSING: DEVIATION IN AGENDA: Commissioner Nabors announced the need to resign regarding his recent move from Jacksonville, adding that this is to be his last official meeting. Chairman Brannen presented Commissioner Nabors an appreciation plaque for his service on the Board of Adjustment and Planning Commission from September 1996 to May 2000. The Commissioners expressed appreciation for his service and wished him well. GENERAL: a. DISCUSSION regarding Landscape Ordinance Commissioner Hardwick recommended and moved, that the formation of a Landscaping Ordinance be tabled pending the outcome progress of Fayetteville and Little Rock’s Landscaping Ordinances. Commissioner Gray seconded the motion and MOTION CARRIED. DISCUSSION regarding Ordinance consideration for Mobile, Modular and Manufactured Homes City Attorney Bamburg provided a draft ordinance. He explained that he contacted the Manufactured Housing Association and has spoken to Mr. Harper who is the executive director regarding information for definitions and sample ordinances along with certain State Statutes and State installation standards. He requested that the Commission study that information provided and make further specific recommendation at the next regularly scheduled Planing Commission meeting in June. He noted that additional time would provide City Engineer Whisker an opportunity to become familiar with the material for input. General consensus of the Planning Commission is to review for further recommendations to the City Attorney.
