REGULAR PLANNING COMMISSION MEETING
MARCH 13, 2000

OPENING REMARKS:
Chairman Brannen opened the meeting at approximately 7:00 p.m. expressing appreciation for those in attendance and requested roll call.
ROLL CALL: Commissioners: Ken Nabors, Bill Corroum, Bobby Lester, Bart Gray, Lester Piggee, Dean Wilborn, and John Hardwick answered ROLL CALL. Chairman Brannen also answered ROLL CALL
and declared a quorum. PRESENT eight (8), ABSENT (0).
Others present for the meeting were City Engineer Reel, Mr. Tommy Bond, Mr. Tommy Dupree, Mr. Harold Crook, Patriot Reporter Peggy Koury, petitioners and interested citizens.
APPROVAL AND/OR CORRECTION OF MINUTES:
Commissioner Nabors moved, seconded by Commissioner Piggee that the minutes of the 14 February 2000 Regular Planning Commission Meeting be APPROVED. MOTION CARRIED.
PUBLIC HEARING(S)
REZONING of 1200 Lemac Drive from R-3 to R-4
Chairman Brannen related that the item of business has been referred back to the Planning Commission for additional information and consideration, noting that City Engineer Reel was
absent from the February 14, 2000 public hearing regarding the rezoning.
After being recognized by Chairman Brannen, Mr. Harold Crook read excerpts from the minutes of the City Council meeting referring the rezoning of 1200 Lemac Drive back to the Planning
Commission. He requested that the item be approved and returned to City Council for Ordinance approval and not be opened as a public hearing.
Discussion ensued and it was noted that there was not additional advertisement of the consideration to rezone 1200 Lemac Drive.
Chairman Brannen recognized Mr. Rick Hollingshead, who pointed out there was a number of area residents in attendance of the meeting who would not like to see the property developed
as a mobile home park. He stated that the surrounding area is being developed as single family homes in an $85,000.00 range and that he would not like to see $12,000.00 mobile home
moved into the area. He then

apologized for his absence at the public hearing of February 14, 2000, stating that he and several residents of the neighborhood planned to attend but arrived too late after confusion
about where the meeting was being held.
City Engineer Reel stated that the property did not lend itself to mobile home park development because of the restriction regarding a minimum of three acres for that type of development.
He said that if developed as an R-4 subdivision it would carry setbacks.
Discussion ensued regarding the size of the tract of land and plat requirements for a subdivision.
Mr. Crook agreed to develop the property as a mobile home subdivision and requested the item be returned to the City Council.
Commissioner Hardwick asked Mr. Crook if his understanding of an R-4 subdivision is that lots are to be sold not rented as in a mobile home park under one ownership.
Commissioner Hardwick then questioned a sketch plat of the property and Mr. Crook stated that he had presented a sketch lot layout of the property at the February 14, 2000 pubic hearing.
Commissioner Hardwick pointed out that a plat would show the placement for planned utilities with setbacks.
Discussion ensued regarding final plat submittal to be present at a regularly scheduled meeting of the City Council.
Mr. Crook stated concerns for financial aspects regarding proposed development of the property without approval from the Planning Commission prior to submittal of plats.
Commissioner Corroum pointed out that while the underlying request was approved without opposition the Commission is now aware of opposition from residents of the neighborhood.
Other Discussion ensued regarding an additional pubic hearing and the factor of opposition.

Commissioner Lester moved, seconded by Commissioner Piggee to have Mr. Crook present the property in subdivision form.
In response to a question from Commissioner Hardwick regarding single-wide and double-wide mobile home in a mobile home subdivision and making the structures permanent, City Engineer
Reel clarified that a mobile home subdivision has minimum lot requirement of 60’ X 100’ or six thousand square feet. He stated the requirements of a preliminary plat and letters of
acceptance from water and sewer to develop the property as a subdivision.
Commissioner Lester moved, seconded by Commissioner Piggee to amend his motion to recommend to the City Council the rezoning of property located 1200 Lemac Drive from R-3 to R-4 with
the stipulation that appropriate plats be submitted for development of the property as a mobile home subdivision. MOTION CARRIED.
REQUEST TO APPROVE PLATS: SKETCH PLAT Goins Subdivision
Chairman Brannen reviewed the recent history regarding a previous request to rezone the property for an R-4 mobile home subdivision.
Petitioner Representative Tommy Bond related that the current zoning of the property is R-0 and the developer is now requesting an R-0 single family development. He stated the lot size
would be 70 X 120 feet minimum.
Discussion ensued regarding sewer capacity of the area as a major concern during the previous request as an R-4 development.
Mr. Bond related that Ms. Thea Hughes, Wastewater Utility Manager and Mr. Larry Gattis a consulting engineer for the Wastewater Utility are present to address those concerns. He then
related that the Wastewater Commission took action to have definite information available for the next Planning Commission meeting.
Ms. Hughes stated that they would be looking at the wet weather capacity and limits of the area. She stated that previous study was conducted in 1992 and those findings are now being
investigated for change.

Mr. Larry Gattis stated the pump station was replaced in 1993, but could not speak to changes since that time. He related that with the addition of pump stations, service can always
be extended.
City Engineer Reel stated that he has reviewed the sketch plat that is adjacent to a residential development and feels that preliminary plat approval is contingent on the completed capacity
report from Mr. Gattis. He addressed traffic concerns saying that any development will affect traffic; however, he does not have any major impact concerns regarding the development.
In response to a question from the Commission, City Engineer Reel related that the Fire Department has not reviewed the sketch plat but will do so by the final plat stage of development.
Commissioner Hardwick requested that future sketch plat presentations included identification of surrounding areas.
Mr. Bond responded that a sketch plat is a request for Planning Commission approval regarding the geometry of the property, adding that there is a better over view of the property including
utilities in a preliminary plat presentation.
Commissioner Corroum moved, seconded by Commission Wilborn to approve the Sketch Plat of Goins Subdivision. MOTION CARRIED.
b. FINAL PLAT: Northlake Subdivision Phase VIII
Commissioner Wilborn moved, seconded by Commission Gray to suspend the rules and place the Final Plat of Northlake Subdivsion Phase VIII. MOTION CARRIED.
Peititoner Representative Tommy Bond related that bacteria water samples are being collected by the Water Department and letters of acceptance are forthcoming in the following week.
He then related that any new pump station is regulated to be funded by the developer with consideration of 10 years cost of operation and maintenance plus equipment replacement cost
until the pump station has enough customers to equal operation and maintenance. He stated that pump stations could be used to expand the City Wastewater collection systems.

He then stated that all lots in Northlake Phase VIII are out of the flood plain.
Discussion ensued regarding the recent preliminary plat approval of Northlake Phase IX and it was noted that there is not enough customers or formulas regarding records of actual operation
and maintenance cost of a pump station.
Other discussion ensued regarding pump stations (gravity collection systems) located throughout the City totaling fourteen with three pumps on the East Side. Pennpointe Subdivision
was mentioned regarding their pump station and it was related that Pennpointe has an Improvement District to pay for the operation and maintenance.
Commissioner Wilborn moved, seconded by Commissioner Hardwick to approve the Final Plat of Northlake Subdivision Phase VIII. MOTION CARRIED.

GENERAL: UPDATE Landscaping Ordinance Committee
Mr. Tommy Bond related that the Committee has not met as yet but is scheduled to meet Tuesday, March 14, 2000 at 7:00 p.m. at City Hall.
