00 JUN 12.doc CITY OF JACKSONVILLE, ARKANSAS REGULAR PLANNING COMMISSION MEETING JUNE 12, 2000 7:00 P.M. - 7:15 P.M. OPENING REMARKS: Chairman Brannen opened the meeting at approximately 7:00 p.m. expressing appreciation for those in attendance and requested roll call. ROLL CALL: Commissioners: Bill Corroum, Bobby Lester, Bart Gray, Dean Wilborn, and John Hardwick answered ROLL CALL. Chairman Brannen also answered ROLL CALL and declared a quorum. Commissioner Piggee arrived at approximately 7:03 p.m. PRESENT (7), ABSENT (0). Others present for the meeting were City Engineer Jay Whisker, Patriot Reporter Peggy Koury, petitioners and interested citizens. APPROVAL AND/OR CORRECTION OF MINUTES: Commissioner Wilborn moved, seconded by Commissioner Hardwick that the minutes of the 8 May 2000 Regular Planning Commission Meeting be APPROVED. MOTION CARRIED. PUBLIC HEARING(S): REQUEST TO APPROVE PLATS: Sketch Plat of Proposed Commercial Addition – Hwy 161 Mr. Adam Lowe representative for Lemons Engineering Consultants, Inc. related that the Sketch Plat represents property that is partially zoned R-1 in the City of Jacksonville. He stated that his company with the approval from the Planning Commission would proceed with a rezoning request if the Sketch Plat is looked upon favorably. Commissioner Gray explained that the property would need to be annexed and the Land Use Map would then require amendment. He then encouraged Mr. Lowe to proceed in that direction. Mr. Lowe related that the development plan would be limited to ingress and egress of two areas. Discussion ensued regarding curb cuts and the distance of 400 plus feet between them. It was noted that the proposed development is not included in the legal descriptions currently being considered for annexation in the south area of Jacksonville. City Attorney Bamburg offered that the owners could participate in a voluntary petition of annexation into the City and/or contact the adjoining owners of the property to square off the boundaries for clarity. He then related that it would involve less time than other proposed annexations under consideration by the City. Commissioner Hardwick concurred that the owners need to proceed with the annexation for further development. In response to a question from Chairman Brannen, City Engineer Whisker related that the property is not located in the flood zone. Commissioner Hardwick suggested that the Sewer and Water Departments be contacted regarding utility considerations. Mr. Lowe related that a site survey has been conducted and sewer is available from Valentine Road where there is also a fireplug across the street as well as one located on Cloverdale Road. City Attorney Bamburg clarified that since the property is not zoned commercial and because it will be considered for annexation in some form either through the owner or as a part of proposed annexation considered by the City, the Planning Commission can extend a verbal acknowledgement of like or dislike regarding the sketch plat but suggested that the sketch plat not be given approval at this time even contingent upon rezoning or annexation. Commissioner Gray hypothesized that if the sketch plat were being considered at this time he would predominately be concerned about access off Valentine Road and the approximately 300 foot distance from major turns in the area. He questioned adjoining property belonging to Link Liquor Store and their access, adding that the area seems to consist of major turns off a busy highway. He then stated that for that reason it should be considered for development as commercial, but added concern for preventing too many quick turns. He stated that those questions would be raised as a sketch plat or preliminary plat. Mr. Lowe related the accommodation of those concerns by only putting two entrances off Hwy 161, adding that the entrance off Valentine could be reviewed. Commissioner Corroum moved, seconded by Commissioner Lester to table the Sketch plat pending the outcome of annexation into the City and subsequent rezoning of the property. MOTION CARRIED. It was the general consensus of the Planning Commission that the proposed development would be viable. REQUEST TO APPROVE BUILDING PERMITS: REQUEST/STREET OR ALLEY CLOSING: GENERAL: a. DISCUSSION regarding Ordinance consideration for Mobile, Modular and Manufactured Homes City Attorney Bamburg reviewed the material regarding manufactured home standards, asking if there were exclusion(s) regarding the information submitted and the proposed ordinance. He offered to draft the ordinance for consideration at the next regularly scheduled meeting in July. He stated that he would make the draft ordinance available for review and recommendation by City Engineer Whisker before presentation at the next meeting. It was the general consensus to proceed with formation of the ordinance.
