0981 'r~ ORDINANCE NO. 981 (#20-92) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURPOSE OF PURCHASING A COMPUTER SOFTWARE SYSTEM FOR USE IN THE CITY OF JACKSONVILLE'S FINANCE DEPARTMENT; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. WHEREAS, in an effort to comply with state and federal reporting standards and to further enhance efficiency and capabilities of the City of Jacksonville~s Finance Depart ment, purchase of a new computer software system for use by said Department is required; and, WHEREAS, capabilities compu tat i()ns conversions, and, the to for and software system needed must have handle all essential calculations and accounting and payroll programs, file state and federal reporting requirements; WHEREAS, after examining the extensive nature, format, requirements and availability for such software system(s), only one vendor can meet all requirements and train City employees. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION ONE: Competitive bidding for the purpose of purchasing a computer software system for use in the City of Jacksonville's Finance Department would be costly and non productive, making said competitive bidding unfeasible and ilnpract ical . 30~ 6J-O SECTION TWO: Competitive bidding is hereby waived, pursuant to Arkansas Code Annotated Section 14'-'58~, to purchase a computer software system for use in the City of Jacksonville's Finance Department. Authorization is hereby given to the Finance Director to enter into a purchase contract with Connally Business Systems, Inc., of 10025 West Markham Street, Suite 240, Little Rock, Arkansas, to purchase an accounting and financial computer software system at a total cost of Nine Thousand, Eight Hundred Thirty and No/lOa Dollars ($9,830.00), plus taxes. SECTION THREE: conflict herewith conflict. All Ordinances or parts thereof in are hereby repealed to the extent of said SECTION FOUR: Immediate implementation of a new computer software system is necessary for the continued welfare of the citizens of Jacksonville~ Therefore, an emergency is hereby declared, and this Ordinance shall take effect immediately upon passage and publication, as provided by and subject to the requirements of applicable law. ~fI, APPROVED AND ADOPTED THIS ~ DAY OF NOVEMBER, 1992. - I _ ~~ TOMMY ~OR A'rTEST: ~.
