0953 -.:L..t- :;.l.;J ORDINANCE NO. 953 (#16-81) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURPOSE OF PURCHASING A PATROL/NARCOTIC DOG FOR THE JACKSONVILLE POLICE DEPARTMENT; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. WHEREAS, it is necessary for the City to purchase a new patrol/narcotic dog to provide vital assistance to the Narcotics division in its fight against drugs in our community; and, WHEREAS, there is currently one (1) European import dog available for training and sale from Canine Unlimited in Tulsa, Oklahoma, which has an excellent reputation and top qualifications for narcotic trained dogs; and, WHEREAS, Canine Unlimited is recognized as a leader in this field, having sold dogs to a number of other Arkansas cities. All have expressed their praise for fair prices and excellent trained dogs. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTlQN OKK: Competitive bidding for the purpose of purchasing a new patrol/narcotic dog would be costly and non- productive, making said competitive bidding unfeasible and impractical. SECTION tHQ.: Competitive bidding is hereby waived, pur- suant to Arkansas Code of 1987 Annotated SectioIl 14-58-~, for the purpose of purchasing a new patrol/narcotic dog for ~) the Jacksonville Police Department. Authorization is hereby given to the Chief of Police to enter into a contract with Canine Unlimited of Tulsa, Oklahoma, to provide such a dog at a price of Seven Thousand, Eight Hundred and 00/100 Dollars ($7,800.00), seventy percent (70%) of which is due imme- diately, with the remaining balance paid upon completion of training and delivery of said animal. SECTlON ElVE.: Immediate action on this purchase 'will act to diminish the negative effect drugs have on the safety and welfare of the citizens of JacksonvilleM Therefore, an emergency is hereby declared and this Ordinance shall take effect immediately upon its passage and publication" as provided by and subject to applicable law.
