ORDINANCE NO~ 950 (#13-91)
AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURPOSE OF
PURCHASING AN OPEN CHANNEL FLOW METER SYSTEM (WITH COMPUTER)
FOR THE JACKSONVILLE WASTEWATER UTILITY; DECLARING AN
EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, it is necessary for the City to purchase an
open channel flow meter system and accompanying computer
system in order to more accurately provide all pertinent data
regarding the measurement of flow from the Little Rock Air
Force Base; and,
WHEREAS, there is only one system capable of providing
a top level velocity probe flow meter, and only one (1)
supplier with such a system. Said flow meter system can only
be obtained through ADS Environmental Services, Inca, of
Dallas, Texas; and,
WHEREAS, there is only one computer system capable of
providing the accurate data to be used with the flow meter
and said computer can only be obtained through Arkansas
Computer Systems of North Little Rock, Arkansas; and,
WHEREAS, the United States Air Force has agreed to pay
for installation and use of this system, but must commit the
funds for purchase of the system by August 31, 1991;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT:

locking accompanying computer system for the Jacksonville
Wastewater Utility would be costly and non-productive, making
said competitive bidding unfeasible and impractical~

its interlocking computer system for the Jacksonville
Wastewater Utility to more accurately measure the flow from
the Little Rock Air Force Base~ Authorization is hereby
given to the Manager of the Jacksonville Wastewater Utility
to enter into a contract with ADS Environmental Services,
Inc~ of Dallas, Texas, to provide said flow meter system at
an approximate price of Thirty-seven Thousand and 00/100
Dollars ($37,OOO.OO)~ Authorization is also given to enter
into a contract with Arkansas Computer Systems of North
Little Rock, Arkansas, to provide said computer system at an
approximate price of Twenty Thousand, Two Hundred Seventy and
00/100 Dollars ($20,270.00)~

this Ordinance are necessary to the health and welfare of the
citizens. Therefore, an emergency is hereby declared and
this Ordinance shall take effect immediately upon its passage
and publication, as provided by and subject to applicable
law.

conflict herewith are hereby repealed to the extent of such
conflict.
