AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE
QUALIFIED ELECTORS OF THE CITY OF JACKSONVILLE,
ARKANSAS, THE QUESTION OF LEVYING AN ADDITIONAL
ANNUAL TAX OF ONE-HALF MILL ON THE DOLLAR UPON
THE ASSESSED VALUE OF THE REAL AND PERSONAL PRO-
PERTY WITHIN THE CITY FOR THE PURPOSE OF THE
POLICEMEN'S PENSION AND RELIEF FUND IN ACCORDANCE
WITH ACT 250 OF 1937, AND AMENDMENTS THERETO, OF
THE GENERAL ASSEMBLY OF T~E STATE OF ARKANSAB,
DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the City of Jacksonville, Arkansas, is a city of
the first class and is authorized by Amendment 31 to the Constitu-
tion of the State of Arkansas to levy an annual tax of not to
exceed one mill on the dollar upon the assessed value of all
real and personal property within such city for the pu~pose of
paying policemen retirement pensions and pensions to the widows
and minor children of deceased policemen and widows and minor
children of deceased retired policemen; and,
WHEREAS, at the present time an annual tax of one-half
mill is being levied on the d9llar of assessed value of real and
personal property and such assessment is not sufficient to pro-
vide for a sound and judiciously administered pension fund for
securing and retaining the services of a most faithful and effi-
cient class of individuals connected with the police department,
a ulunicipal service in which every property owner and resident
of this City is vitally interested; and,
WHEREAS, Jacksonville is one of the few municipalities
which is not presently levying a one mill tax to provide for
the benefit of the policemen"s pension fund; and,
WHEREAS, it is the opinion of the City Council of the City
of Jacksonville, Arkansas, that it is for the best interest of
the City of Jacksonville, Arkansas, that such a pension and
relief fund be established;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS:
SECTION 1. That there shall be submitted to the qualified
electors of the City of Jacksonville Arkansas at the general
election to be held on the 4th day of November, 1980, the question
of the levy of an addi tio.nal annual tax of one-half 'mill on the
dollar upon the assessed value of all real and personal property
within the city for the prupose of paying pensions to retired
policemen, and pensions to widows and minor children of deceased
policemen and widows and Joinor children of deceased retired
policemen.
SECTION 2. That the ballot title shall appear as follows:
"The Question of Levying an ad.di tional annual tax
of one-half mill on the Dollar of the Assessed Value
of the Real and Personal Property within the City
and for the Purpose of the POLICEMEN'S PENSION AND
RELIEF FUND in Accordance with Act 250 of 1937, and
Amendments Thereto, of the General Assembly of the
State of Arkansas."

SECTION 3. That the question shall be placed on the bal-
lot for the general election in substantially the following fOLw:
"Vote on measure by placing an 'X' in the square
beside the measure either for or against:
"FOR LEVYING AN ADDITIONAL ANNUAL TAX OF
ONE-HALF MILL FOR THE POLICEMEN'S PENSION
AND RELIEF FUND. · · · · · · · · · · · · .J /
"AGAINST LEVYING AN ADDITIONAL ANNUAL TAX OF

SECTION 4. That the election shall be held and conducted
and the vote canvassed and the results declared under the law
and in the manner provided for municipal elections, so far as the
same may be applicable, and the Mayor shall give notice of such
election by an advertisement published once a week for four conse-
cutive weeks in a newspaper having a bona fide circulation in the
city, with the last publication to be not less than ten days prior
to the date of the election, and only qualified electors of the
city shall have the right to vote at said election on said question.
SECTION 5. That the results of said election shall be pro-
claimed by the Mayor and his proclamation shall be published one
time in a newspaper having a bona fide circulation in the city,
which proclamation shall advise that the results as proclaimed
shall be conclusive unless attacked in the courts within thirty
(30) days after the date of such proclamation.
SECTION 6. That a copy of this Ordinance shall be furnished
to the Pulaski County Board of Election Couuuissioners so that the
necessary election officials and supplies may be provided.
SECTION 7. That in the event of the approval of the tax
levy by the .qualified electors of the Ci ty of Jacksonville,
Arkansas, that such steps be taken as are necessary to comply with
the will of the people as expressed in said election.
SECTION 8. This Ordinance being necessary for the immediate
preservation of the public health, safety, welfare and morale of
the citizens of the City of Jacksonville, Arkansas, an emergency
is hereby declared to exist and the above Ordinance shall be in
full force and effect immediately after its passage.
