WHEREAS, amendments to Arkansas law and changes in software provide for
the need to modify the City of Jacksonville's Purchasing Wasand,
WHEREAS, the Jacksonville City Council has reviewed recommended changes
to the Purchasing Manual and the new procedures proposed by the Finance
Department. As a result, the Council said changes to be more efficient to meet the
needs and requirements of the City's financial obligations.
NOW THEREFORE BE IT ORDAINED AND ENACTED BY THE CITY
COUNCIL 6F THE CITY & JA CKSON VIL L E, ARKANSAS, THAT:
SECTION ONE; IMC § 3.08.004 (Purchasing Manual) is hereby
modified to include the additions amendments, deletions, and modifications as
specified and attached hereto. Unless specifically amended by the attached, all
other terms and provisions of the Purchasing Manual are hereby ratified.
SECTION TWO; All Ordinances or parts of Ordinances in conflict
herewith are hereby repealed to the extent of such conflict.
SECTION THREE; Due to the immediate benefit derived from the
modification of existing purchasing practices and requirements, an emergency is
hereby declared. As a result, this Ordinance and its attachment shall be in effect
from and after the date of passage, subject to and as provided by applicable law.
