REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in Regular
Session on January 6, 2011 at the regular meeting place of the Council.
SWEARING IN CEREMONY
Judge Robert Batton performed the swearing in ceremony for the recently
elected officials. Kenny Elliott, Kevin McCleary, Reedie Ray, Mike
Traylor, and Aaron Robinson were sworn in as Aldermen. Gary Fletcher was
sworn in as Mayor, Robert Bamburg was sworn in as City Attorney, and
Susan Davitt was sworn in as City Clerk/Treasurer.
Alderman Smith delivered the invocation and Mayor Fletcher led a standing
audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Ray, Rinker,
Traylor, Stroud, Robinson, and Howard answered roll call. Mayor Fletcher
also answered ROLL CALL declaring a quorum. PRESENT TEN (10), ABSENT (0).
Mayor Fletcher welcomed newly elected Aldermen Mike Traylor of Ward 4, and
Aaron Robinson of Ward 5.
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Administration Jim Durham, Fire Chief John Vanderhoof, Police
Chief Gary Sipes, Parks and Recreation Director Kristen Griggs, Assistant
Finance Director Cheryl Erkel, Public Works Director Jim Oakley, City
Engineer Jay Whisker, Human Resource Director Jill Ross, CDBG Director
Theresa Watson, IT Director Barbara Daniel, Mr. and Mrs. John Ferrell,
Avis Twitty, Mrs. Addie Gibson, Mr. Jim Moore, interested citizens, and
members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of December 16, 2010 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Smith moved, seconded by Alderman Howard that the minutes of the
Regular City Council Meeting of 2 December 2010 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/ANIMAL CONTROL
Alderman Elliott moved, seconded by Alderman Sansing to approve the
Regular Monthly Animal Control Report for December 2010 and the Annual
2010 report. Said report reflects:

SANITATION DEPARTMENT: Committee Update Report
Alderman Reedie Ray related that the Committee met on several occasions
holding a public hearing regarding public input. He stated that the
recommendation from the Committee to the City Council is to adopt an
ordinance reflecting that the sanitation services would become automated
with a once weekly pickup, adding the there would be a rate increase to
$17.00 monthly for each residence. He stated that the base will be a 96
gallon garbage can, noting that the City will need to purchase about
9,000 cans. He then noted that six months into the system the City will
evaluate a tier system offering smaller cans to household that do not
accumulate as much garbage as other households. He recommended that the
ordinance be put on the agenda at the regularly scheduled January 20,
2011 agenda.

Mayor Fletcher thanked the Committee volunteers for their work on the
Committee and thanked the public for their input. He stated that while
no one welcomes the rate increase, it is approximately six years overdue.
He noted that it has been eleven years since the last rate increase was
adopted for a five year span. He stated that the Sanitation Fund has gone
in debt and must become self supporting.

GENERAL: Service Recognition of Avis Twitty and John Ferrell
Mayor Fletcher recognized former Aldermen Avis Twitty and John Ferrell
for their service to the community. He presented service plaques to each,
noting that Avis Twitty served approximately 22 years on the City Council
and John Ferrell has served since taking Mayor Fletcher’s former position
on the City Council in July 2009.
Avis Twitty and John Ferrell each expressed their honor to serve the City
and its citizens.
APPOINTMENT(S): PARKS AND RECREATION COMMISSION
Alderman Smith moved, seconded by Alderman Ray to approve the appointment
of Daniel Gray to fill the unexpired term of Mike Traylor with the term
to expire 5/09/2011. MOTION CARRIED.
ANNOUNCEMENT(S): Mayor Fletcher announced that the Foxwood Neighborhood
Meeting regarding the future of the golf course and club house would be
held January 11, 2011 at 7:00 p.m. at the Foxwood Country Club. He stated
that it would be a fact gathering meeting, noting that the golf course is
considered a community amenity.
Director of Administration Jim Durham noted changes to the CodeRED system
regarding emergency and nonemergency communications. He stated that a
tier for nonemergency communications will be added to the system. He
then answered that approximately 4,300 citizens are signed up to receive
CodeRED alerts. He noted that weather warning alerts do not subtract
from the minute bank. He then noted that the City has leftover minutes,
so he is hoping to involve the Water Department and the Wastewater
Utility to obtain maximum use of the system.
Alderman Smith noted that the system is very informative, urging citizens
to take advantage of the service.
Mayor Fletcher concurred, saying that it is a great communication link
between City agencies and the citizens. He offered that the system could
be used when the City switches to the automated garbage pickup to help
educate citizens. He also urged citizens to sign up for the service,
saying that citizens who count on the external emergency sirens only
might have a false sense of security. He explained that a power outage

could affect that service.

conference begins Wednesday, January 12 running through Friday, January

ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at
approximately 7:13 p.m. MOTION CARRIED.
