REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE
The City Council of the City of Jacksonville, Arkansas met in Regular
Session on April 21, 2011 at the regular meeting place of the Council.
Alderman Howard delivered the invocation and Scout Matthew Yagel of Troop
170 led a standing audience in the “Pledge of Allegiance” to the flag.
ROLL CALL: Aldermen: Elliott, Smith, McCleary, Sansing, Ray, Rinker,
Traylor, Robinson, and Howard answered roll call. Mayor Fletcher also
answered ROLL CALL declaring a quorum. PRESENT NINE (9), ABSENT (1).
Alderman Stroud was absent.
Others present for the meeting were: City Attorney Robert Bamburg,
Director of Administration Jim Durham, Fire Chief John Vanderhoof, Police
Chief Gary Sipes, Assistant Finance Director Cheryl Erkel, City Engineer
Jay Whisker, Public Works Director Jim Oakley, Human Resource Director
Jill Ross, IT Director Barbara Daniel, CDBG Director Theresa Watson, 911
Director Tabby Hughes, John Ferrell, Wastewater Utility Manager Thea
Hughes, Marie Fletcher, Addie Gibson, Jim Moore, interested citizens, and
members of the press.
PRESENTATION OF MINUTES:
Mayor Fletcher presented the minutes of the regular City Council meeting
of April 7, 2011 for approval and/or correction at the next regularly
scheduled City Council meeting.
APPROVAL AND/OR CORRECTION OF MINUTES:
Alderman Smith moved, seconded by Alderman Howard that the minutes of the
Regular City Council Meeting of 17 March 2011 be APPROVED. MOTION
CARRIED.
CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT
Alderman Ray moved, seconded by Alderman Sansing to approve the Regular
Monthly Report for March 2011 regarding annual crime statistical
comparisons.
REGULAR MONTHLY REPORT/FIRE DEPARTMENT
Alderman Ray moved, seconded by Alderman Sansing to approve the Regular
Monthly Report for March 2011 from the Jacksonville Fire Department, which
reflects a fire loss of $38,000.00 and a savings total of $25,000.00.

STREET DEPARTMENT: PRESENTATION General Samuels & Harris Road roundabout
City Engineer Whisker noted that the City recently installed a four-way
stop at the intersection of General Samuels & Harris Road as a result of

increased traffic, noting that the Harris Road Air Base Gate has been
closed for road work. He explained that the City is proposing to
construct a roundabout at the intersection. He pointed out that there is
already a northbound lane that leads to Tolleson Elementary. He
explained that the roundabout is large enough to accommodate bus traffic,
adding that the dedicated right turn lane on General Samuels will be left
to facilitate school traffic. He then answered Alderman Ray that the
proposed roundabout for Main, Dupree, & James Streets was eliminated from
the design plans because of it not being able to handle the volume of
area traffic.
In response to a question from Alderman Traylor, City Engineer Whisker
related that the traffic streams in the roundabout would naturally allow
breaks for other vehicles to navigate onto the roundabout. He then noted
that there is a yield before entering the roundabout, answering that this
is a straight on roundabout. He stated that it is one lane going in each
direction, except for the leg going west to north. He then answered that
the center of the roundabout is currently featured as a green space,
adding that it may possible have something featured in the center
regarding North Pulaski High School.
In response to a question from Alderman Smith, City Engineer Whisker
answered that the roundabout proposed for Main and Harris Streets is
still in the works. He related that the contract would be up in
approximately one month. He stated that this roundabout would be
different because it has offset streets.
In response to a question from Alderman Traylor, City Engineer Whisker
related that the large traffic congestion occurs in the morning, which is
only expected to increase as more subdivisions are developed in west
Jacksonville. It was noted that the Harris Road gate is only opened for
school bus traffic. City Engineer Whisker related that once the Harris
Road gate is completed, the back gate to the Air Base would then be
reworked. He stated that this would create a separate traffic pattern.
He then acknowledged that the afternoon traffic has also become
increasingly congested.
Mayor Fletcher related that the morning traffic is worse, saying the
additional traffic of vehicles travel to work at that time. It was noted
that the plan is to have the construction completed by summer’s end. He
related that in speaking with other Mayors who have roundabouts in their
cities, he learned that once residents become accustom to how the
roundabout works they are well received.

AN ORDINANCE AMENDING THE CITY OF JACKSONVILLE POLICIES AND PROCEDURES
MANUAL; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES.
Alderman Ray moved, seconded by Alderman Sansing that Ordinance 1419 be
placed on FIRST READING. ROLL CALL: Aldermen Elliott, Smith, McCleary,
Sansing, Ray, Rinker, Traylor, Robinson, and Howard voted AYE. NAY (0).
MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of
Ordinance 1419.
In response to a question from Alderman Elliott, City Attorney Bamburg
explained that the ordinance furnished at the workstations includes
provisions for CDL drug and traffic policies. He then noted that the
modified ordinance is a housekeeping measure following the adoption of
the policy manual recently adopted approximately three months ago.
Human Resource Director Jill Ross informed the City Council that once
this Ordinance is adopted, the manual would be implemented, printed and

distributed by June 1.
Alderman Smith moved, seconded by Alderman McCleary that Ordinance 1419
be APPROVED on FIRST READING. ROLL CALL: Aldermen Elliott, Smith,
McCleary, Sansing, Ray, Rinker, Traylor, Robinson, and Howard voted AYE.
NAY (0). MOTION CARRIED.

place Ordinance 1419 on SECOND READING. ROLL CALL: Aldermen Elliott,

read the heading of Ordinance 1419.

b. ORDINANCE 1418 (#6- 2011)
AN ORDINANCE AUTHORIZING THE CITY CLERK TO DESTROY SPECIFIED CITY
DEPARTMENTS RECORDS; AND, FOR OTHER PURPOSES.
City Clerk Susan Davitt related that this is an annual procedure to
destroy records older than ten years. It was noted that while State
Statute requires that most records only be kept seven years, the City has
adopted by Resolution to establish a policy to keep those record for ten
years. It was also noted that several of the records that are not ten
years old are duplicate records.
In response to a question from Alderman Traylor regarding records less
than ten years old, City Attorney Bamburg offered that some of the
records not marked as duplicate do not have to be kept beyond three
years. He added that this is a measure to clean up the current storage.
He stated that the ten year rule applies generally to records of a
permanent nature.
Alderman Ray moved, seconded by Alderman Smith that Ordinance 1418 be

APPOINTMENT(S): PLANNING COMMISSION
Alderman Elliott moved, seconded by Alderman Smith to approve the
appointment of Jim Moore for a term to expire 1/01/2014.
WASTEWATER COMMISSION
Alderman Smith moved, seconded by Alderman Robinson to approve the
appointment of John Ferrell for a term to expire 4/20/2016.
PUBLIC FACILITIES BOARD
Alderman Smith moved, seconded by Alderman Ray to approve the appointment
of Mike Dietz to fill the unexpired term of Doug Wilkinson for a term to
expire 10/24/2011.
ANNOUNCEMENT(S):
Mayor Fletcher announced that Firehouse Subs is opening Monday in
Jacksonville, crediting Ricky Hayes the economic consultant hired by the
City almost 18 months ago. He related that seeds that have been planted
have begun to grow, saying that there are opportunities for the City.
Director of Administration Jim Durham recalled his beginning
conversations with Firehouse Subs, explaining the process through
introduction to fruition. He noted that these types of growth for cities
is generally slow in unfolding but does occur. He stated that Mr. Hayes
is working consistently for the City and there are many other
appointments and opportunities unfolding for the City of Jacksonville. He
stated that there are many entities interested in the City.
ADJOURNMENT: Without objection, Mayor Fletcher adjourned the meeting at
approximately 7:20 p.m. MOTION CARRIED.
