BE IT UKDATh~ BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT: SECTION 1. That chaptpr 2.80 of the Municipal Code of Jacksonville, Arkansas, is amend.ed to read as follows: Chaptpr 2.80 DI-l:JJARTMENT lJ:t' PUBLIC WORKS - ENGIN~NG Sections: 2.80.005 2.80.010 2.80.020 2 .80. 030 2 . 8 0 . 04 0 2.80.050 Established. Equi~L~nt, supplies and office space to be provided. Director - Qualifications. Director-Applicability of benefits. Director-Duties. Director-Powers. 2.80.005 Established. There is established a depart.uent of Public Works-Engineering for the City of Jacksonville, Arkansas, which is to be headed by a director of Public Works- Engineering, who sha.l '] be aprointed by the mayor and. approved by the city council. Said director shall be directly resronsible to the rrayor and city council. 2.80.010 Equi1JlLent, supplies am. office s};E.ce to be proveded. Eq11i!:Auent, supplies, and office s};E.ce as is necessa:ry for the operation of the deparLLLLent of Public Works-Engineering and the perfornance of the duties prescribed hpreinaftpr, to be used by the director of Public Works-Enginepring and/or his dep4rL.uent shall be p[j()vided and owned by the city. The Public Works- Engineering Dep~rlJ.Llent will be housed within the Engineering De:p3.rL.uent. 2.80.020 Director-Qualifications. The CJ11r=tlifications of the director shall be that he is a graduate of an accredited institution of higher learning with at least a bachelor's degree; that he has knowledge of the various grants-in-aid programs; that he has a cUlLllLand. of the English language; and that he is a resident and qualified elector of the City of Jacksonville, Arkansas, at all times after al--'tJoin"l-J.LLent. At least five years" esperience in a rra.nagement :position may be substituted for the educational requirt:::J.uent at the discretion of the Iffiyor and ci ty council. 2.80.030 Director-Applieability of benefits. All benefi ts applicab 1 p to nonuniformed t:4:LL}?loyees as set forth in the "BLl!?loyee Classification am :Managt4LLent Systt::lU'" shall apply to the director and all personnel within the Deparl.nLent of Public Works-Engineering. 2.80.040 Director-Duties. The duties of the di'rector of Public Works.-Enginepring shall include but are not limited to the following: A. Be the Chief Administrative official of the Dep4ruuent of CUllLuunity Development; B. The Chief Administrative official of the Deparuuent of Enginepring; C. The Chief Administrative official of the Inspection Depa~LLLLent; D. The Chipf Administrative officir=tl of the street DepFlrLLLLent; E. The Chief Administrative official of the Sanitation Deparuuent; F. Cooperate with the finance director to insure a cOn~lete accounting system is established for all grants-in-aid funds received; G. Cooperate with all federal, state, and local monitors and/or auditors on all financial mattprs relating to grants-in-aid funds received and act as quickly as possi"hle to correct adverse findings, if any, which may be formd as the result of an audit and/or rronitoring; H. Attend all city council meetings and present materials relative to the depRrllLLent to the mayor and ci ty council; I. Prepare and submit an annual budget document to the nayor and city cormcil and discuss same with the mayor and city council. The powers of the director of Public Works-Engineering, shall be the custulLary powers of the chief executive of a depa.ruuent and shall include but are not limi tea. to the following: A. To hire and tenninate personnel within the depar-L.uLents of Public Works- Engine~ring~ B. To arrange workloads in the depArtments; C. To execute the provisions of this cha.ptpr as intel.l!retec1 by the mayor am city council within the scope of their authority~ D. To execute any other such powers as delegatec1 by mayor arrl city council. SECTION 2. All ordinances before rnentionec1 are hereby repealed to the extent of such conflict.
