A RESOLUTION GRANTING AUTHORITY AND EXPRESSING
APPRECIATION AND SUPPORT FOR THE FIRST
AMENDMENT TO THE AGREEMENT BETWEEN THE CITY
AND ARKANSAS STATE GAME & FISH FOUNDATION; AND,
FOR OTHER PURPOSES.
WHEREAS, citizens of Jacksonville have witnessed the success of
the AGFF Shooting Sports Complex opened by the City in January, 2014,
where thousands of youth and adult shooting sport enthusiasts have already
participated in tournaments and other shooting events, benefiting all in our
community-, and,
WHEREAS, in negotiations with the AGFF, AGFF and the City have
agreed to allow AGFF certain credits for expenses incurred in their support of
the Shooting Range and in obtaining the funds to pre -pay their remaining
funding commitment to the City not to exceed a total of One Hundred
Twenty-four Thousand Two Hundred Thirty-six and 911100 Dollars
($124,236.91). As a result, both parties believe it a fair and equitable
opportunity for the City's financial position to be enhanced and increase
opportunities to reach even more young people and adults with expansion of
the Shooting Range Complex's facilities. Because of modification and
funding commitment satisfaction, it is required to amend the parties' March
28, 2013 Agreement, and the City Council is required to provide Mayor
Fletcher and City Clerk Davitt authority to execute said Amendment under
these terms.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THAT.
SECTION ONE: The City Council expresses its appreciation to the
AGFF and support for the modification of the parties' Agreement regarding
AGFF's early funding commitment for the Shooting Range Complex.
Authority is hereby granted to Mayor Fletcher and City Clerk Davitt to
execute a First Amendment to the Agreement, as drafted and approved by
the City Attorney following the terms and conditions outlined herein, which
will also pledge that all funds received by the City from AGFF will be
committed directly to the debt obligation for the Shooting Range through the
City's obligation for such to BanCorp South. As well, a commitment of hours
of operation and future development in 2015 and 2016 of the Complex shall
include Phase One of a Recreational Vehicle Campground and an Archery
Range.

SECTION TWO: Any and all other Resolutions in conflict herewith
are hereby repealed to the extent of said conflict. This Resolution shall be in
effect from and after its date of passage.
