0684 &7 ORDINANCE NO. 6 8 4 AN ORDINANCE AMENDING ORDINANCE #620, SETTING FORTH REQUIREMENTS FOR CONTRIBUTORS INTO THE WASTEWATER AND TREATMENT SYSTEM FOR THE CITY OF JACKSONVILLE, AND FOR OTHER PURPOSES. Existing users may submit a notice of a request for variance from the strict standards of this section witbin ninety (90) days after the effective date of this Ordinance. Users requesting a variance will have one (1) year from the date of their notice of intent to document their request for varia.nee. Variance 'requested shall, a,s a mi'ni~mum, conform to to.e. followtng equatton: C ( Q1 '\ I X \ = \ Q2) \ 1- Y ) PAGE TWO ~B Where: C = Concentration allowed under variance x = Pollutant discharge limit set by this amendment Y = Consistant incide~tal POTW removal rate (percentage expressed as a decimal) Ql Minimum total influent flow at POTW Q2 = Maximum total effluent from user In the event a variance is granted, concentrations of pollutants discharged to the POTW shall in no way cause a violation of any section, subsection, or part of Jacksonville City Ordinance No. 620. If such violations, occur, the variance granted shall be deemed invalid and such user shall be required to begin preparations to conform to the strict shandards f of this section within thirty (30) days after notice by the Jacksonville Sewer COllllllission; and the user"s discharge shall be in conformance with these strict standards within one year of the date of such notice. 'I SECTION 2 - SEVERABILITY If 'any provision, paragraph, word, section or arti'cle of this Ordinance is t~validated by any court of competent jurisdiction" the remaining provi,sions, paragraphs, words, sections, and chapters shall not be affected and shall continue in full force and effect. SECTION 3 - CONFLICT All Other Ordinances and parts of other Ordinances inconsistent or con~ flicting with any part of this Ordinance are hereby repealed to the extent of such confl ic t. SECTION 4 - EMERGENCY This Ordinance being necessary for the protection of public health and safety, an emergency is declared to exist and this Ordinance shall be in effect upon its passage.
