14 FEB 20CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING FEBRUARY 20, 2014 7:00 P.M. – 7:15 P.M. REGULAR CITY COUNCIL MEETING - CITY HALL - #1 MUNICIPAL DRIVE The City Council of the City of Jacksonville, Arkansas met in regular session on February 20, 2014 at the regular meeting place of the City Council. Alderman Howard delivered the invocation and Mayor Fletcher led a standing audience in the “Pledge of Allegiance” to the flag. ROLL CALL: Aldermen: Elliott, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard answered roll call. Mayor Fletcher also answered ROLL CALL declaring a quorum. PRESENT SEVEN (7), ABSENT (3). Aldermen Bolden, McCleary, and Ray were absent. Others present for the meeting were: City Attorney Robert Bamburg, Finance Director Cheryl Erkel, City Engineer Jay Whisker, Director of Administration Jim Durham, Public Works Director Jim Oakley, Police Chief Gary Sipes, Human Resource Director Jill Ross, CDBG Director Theresa Watson, Fire Chief Alan Laughy, Planning Commissioner Jim Moore, Johnny Simpson, interested citizens, and members of the press. PRESENTATION OF MINUTES: Mayor Fletcher presented the minutes of the regular City Council meeting of January 16, 2014 for approval and/or correction at the next regularly scheduled City Council meeting. APPROVAL AND/OR CORRECTION OF MINUTES: Alderman Howard moved, seconded by Alderman Robinson that the minutes of the regular City Council meeting of 2 January 2014 be APPROVED. MOTION CARRIED. CONSENT AGENDA: REGULAR MONTHLY REPORT/POLICE DEPARTMENT Alderman Elliott moved, seconded by Alderman Sansing to approve the Regular Monthly Report for January 2014 regarding annual crime statistical comparisons. REGULAR MONTHLY REPORT/FIRE DEPARTMENT Alderman Elliott moved, seconded by Alderman Sansing to approve the regular monthly report for January 2014 from the Jacksonville Fire Department, reflecting a fire loss of $31,095.00 and a savings total of $508,479.00. REGULAR MONTHLY REPORT/ENGINEERING DEPARTMENT Alderman Elliott moved, seconded by Alderman Sansing to approve the regular monthly report for January 2014. WATER DEPARTMENT: WASTEWATER DEPARTMENTS: FIRE DEPARTMENT: POLICE DEPARTMENT: STREET DEPARTMENT: SANITATION DEPARTMENT: PARKS & RECREATION: PLANNING COMMISSION: GENERAL: ORDINANCE 1509 (#2-2014) AN ORDINANCE WAIVING COMPETITIVE BIDDING FOR THE PURCHASE OF CITIZEN EMERGENCY NOTIFICATION SYSTEM SERVICES; FOR APPROPRIATE TRAINING AND ACCESS FOR KEY CITY REPRESENTATIVES; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES. Alderman Elliott moved, seconded by Alderman Sansing that Ordinance 1509 be placed on FIRST READING. Mayor Fletcher stated that the system has a 77.10% connection, noting it popularity. CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING FEBRUARY 20, 2014 7:00 P.M. – 7:15 P.M. In response to a question from Alderman Robinson, City Attorney Bamburg confirmed that the contract with ECN is the same company previously contracted and the $19,237.50 is a lowered annual amount guaranteed for five years. He noted that over the five year period the new reduced rate saves approximately $12,000.00. Director of Administration Jim Durham explained that the reduced rate was negotiated when it was pointed out to the company that the City has not used all the annual minutes. He related that they agreed to lower the rate with a five year contract. He then answered that the City has approximately 50,000 minutes annually but has always had at least 10,000 at the end of each year. ROLL CALL: Alderman Elliott, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1509. Alderman Sansing moved, seconded by Alderman Robinson to APPROVE Ordinance 1509 on FIRST READING ROLL CALL: Alderman Elliott, Bolden, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Alderman Robinson moved, seconded by Alderman Twitty to suspend the rules and place Ordinance 1509 on SECOND READING. ROLL CALL: Alderman Elliott, Bolden, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1509. Alderman Elliott moved, seconded by Alderman Twitty to further suspend the rules and place Ordinance 1509 on THIRD AND FINAL READING. ROLL CALL: Alderman Elliott, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Whereupon City Attorney Bamburg read the heading of Ordinance 1508. Alderman Robinson moved, seconded by Alderman Twitty that Ordinance 1509 be APPROVED AND ADOPTED. ROLL CALL: Alderman Elliott, Sansing, Mashburn, Traylor, Twitty, Robinson, and Howard voted AYE. NAY (0). MOTION CARRIED. Alderman Robinson moved, seconded by Alderman Howard that the EMERGENCY CLAUSE be approved and adopted. ORDINANCE 1509 (#02-2014) APPROVED AND ADOTED THIS 20th DAY OF FEBRUARY, 2014 CITY OF JACKSONVILLE REGULAR CITY COUNCIL MEETING FEBRUARY 20, 2014 7:00 P.M. – 7:15 P.M. APPOINTMENT(S): BOARD OF ADJUSTMENT Alderman Howard moved, seconded by seconded by Alderman Mashburn to approve the reappointment of Virgil Healey to the Board of Adjustment for a term to expire 2/5/2017. MOTION CARRIED. ANNOUNCEMENT(S): Mayor Fletcher noted that he received a compliment from a law enforcement member of twenty-five years with Veterans Hospital Police Department in South Carolina told him that the Public Safety Facility is the finest facility he has had the privilege to be in. He stated the person told him that the facility is very well designed and perfect for training. He explained that the gentleman was attending a training seminar at the facility. He stated that the City can be proud that the facility not only serves our community but other communities in other states. Ms. Barbie Mellinger read a letter expressing the Citizens Police Academy’s appreciation and thanking the City Council for their generous contributions that made it possible for them to reach their goal of $9,000.00 to assist the Police Department in purchasing a new K-9. She also noted that there was enough money to purchase a vest for the new K-9. Alderman Elliott acknowledged the hard work performed by the Citizens Police Academy and thanked them for their continued support of the Police Department. Mayor Fletcher expressed his appreciation to the City Council and the Citizens Police Academy for working together to make this happen and for all their support and community involvement. Alderman Mashburn reminded the City Council that the deadline to order engraved bricks for the Fallen Heroes Memorial is February 28, 2014. Mayor Fletcher announced that meetings with the “Keep Jacksonville Beautiful” Committee have started again and they are requesting that volunteers sign up for the City-wide cleanup in April. He then asked the Alderman to evaluate their wards and look for opportunities to start neighborhood watch programs in the neighborhoods.
