A RESOLUTION FOR CREATION OF THE JACKSONVILLE EDUCATION ADVISORY COUNCIL TO
ENHANCE AND EXPLORE THE EDUCATIONAL OPPORTUNITIES FOR THE CITIZENS OF
JACKSONVILLE; AND, FOR OTHER PURPOSES.
WHEREAS, one of the biggest challenges facing our community today is the need and desire for a
quality education system for citizens of Jacksonville, ranging from those in need of pre - school educational
1 services to those in need of advanced degree programs; and,
WHEREAS, while there are several community groups working toward the acquisition of an

independent school district for the City of Jacksonville, there is a need for a Council of education
professionals and advocates to serve and focus efforts on the acquisition, creation, examination,
exploration, and potential enhancements of a quality education system providing appropriate instructional
and educational services for citizens of Jacksonville of all ages.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE: The Jacksonville Education Advisory Council is hereby formed and authorized
to advise, coordinate, examine, explore, and liaison relevant information obtained to the Mayor and City
Council so as to enhance and expand the educational services available to the citizens of Jacksonville
ranging from pre - school educational services to those in need of advanced educational programs.
SECTION TWO: There shall be appointed a Nine (9) member panel, serving initially terms of
One (1) and Two (2) year terms, with eligibility of reappointment upon the expiration of said terms to
additional Two (2) year term(s). There shall be Two (2) representatives from the Jacksonville Educational
Foundation, Inc., Two (2) representatives from the Jacksonville World Class Education Alliance, Two (2)
representatives from the Jacksonville Chamber of Commerce Education Committee, Two (2) citizen
representatives selected At Large from the residents of the City of Jacksonville, and One (1) representative
from the Jacksonville City Council. There shall be a representative from each group designated above to
hold an initial One (1) and Two (2) year term, and the subsequent reappointments shall be for Two (2) year
terms of office. The City Council representative shall hold a Two (2) year term.
SECTION THREE ;; Initially, those appointed to the Jacksonville Education Advisory Council
shall be: Linda Rinker; Linda Remele; Pat Bond; Terry Toney; Marlene McGee; Steve Walters; Daniel Gray;
Martha Whatley; Sharon Johnson.
Those appointed to the Advisory Council shall meet on a regular basis, chose their own officers,
devise and promulgate those rules and regulations necessary by which to operate, and shall prepare and
provide minutes of their meetings and findings to the Mayor and City Council on a monthly or as directed
basis. The Advisory Council shall recommend appointment and /or re- appointment of its members, subject
to approval by the Jacksonville City Council.
SECTION FOUR: Any and all other Resolutions in conflict herewith are hereby repealed to the
extent of said conflict, with said Resolution in effect from and after this date.
APPROVED AND ADOPTED THIS 2ND DAY OF JULY, 2009, BY THE CITY COUNCIL OF THE
CITY OF JACKSONVILLE, ARKANSAS.
