0600 RESOLUTION NO. 600 (#1 - 07)
A RESOLUTION EXPRESSING SUPPORT FOR THE ONE TIME
APPROPRIATION OF STATE CAPITAL IMPROVEMENT FUNDS FOR
REPLACEMENT OF THE PULASKI COUNTY REGIONAL DETENTION
FACILITY ROOF, AND FOR OTHER PURPOSES.
WHEREAS, Pulaski County Sheriff Charles "Doc" Holladay has informed
the Quorum Court that the condition of the roof over a portion of the Pulaski
County Regional Detention Facility, which houses 162 of the 880 inmates at
the Facility, has become so deteriorated that there is danger of a collapse;

reduction in personnel, and funding for this critical project is not available;
WHEREAS, inmates may have to be moved into a less secure area of
the Facility, which causes great concern for the safety and well being of
citizens and jail personnel as well as other inmates housed in the Facility;
WHEREAS, State inmates awaiting trial and transfer to the Department
of Corrections (D.O.C.) after conviction, as well as inmates of the D.O.C. who
have other charges pending in Pulaski County Circuit Court are housed in the
Pulaski County Regional Detention Facility for extended periods of time;
WHEREAS, State inmates awaiting mental evaluation, pursuant to Act
3, and State inmates committed to the State Hospital are also held in the
Pulaski County Regional Detention Facility for extended periods of time;
WHEREAS, Federal inmates from throughout Arkansas and other states
are also held in the Pulaski County Regional Detention Facility for extended
periods; and,
WHEREAS, the Jacksonville City Council hereby joins Pulaski County
Sheriff Charles "Doc" Holladay in requesting that Governor Beebe and State
Legislators designate a one time expenditure of Capital Improvement Funds
in the amount of One Million Five Hundred Thousand Dollars ($1,500,000.00)
for replacement of a portion of the Pulaski County Regional Detention Facility
roof.
NOW, THEREFORE, BE IT RESOLVED BY THE C ITY COUNCIL OF
THE CITY OF JACKSONVILLE, ARKANSAS, THA
SECTION ONE: In the interest of safety and well -being of the
citizens of Jacksonville and Pulaski County, the Jacksonville City Council
support Sheriff Charles "Doc" Holladay in his urgent request for a one time
expenditure of State Capital Improvement Funds for replacement of the
Pulaski County Regional Detention Facility roof.
SECTION TWO Any and all other Resolutions in conflict herewith
are hereby repealed to the extent of said conflict. This Resolution shall be in
effect from and after its date of passage.
